    Abstract:
    Summary. The article is devoted to the study of the relevant issue in today’s world – the study of theoretical premises of modern concepts of ethno-national education. It examines the problems of educating the culture of interethnic relations in the youth environment. The relevance of the study is due to the need for the formation of attitudes towards interethnic tolerance among students, which determines the goal of the educational activities of each educational institution. The purpose of the article is to consider the theoretical foundations of ethno-national education and the possibilities of their practical application in educational work with students of a higher educational institution. The work was carried out at the empirical level of the structure of sociological knowledge. Methods of observation, questioning, interviewing and generalization of pedagogical experience allowed the author to determine the direction of work in the field of ethnic education of students. Based on the research carried out, the author draws conclusions about the quality of work in the field of ethno-national education of students at the university and offers recommendations for its improvement. The study showed predominantly supra-ethnic self-awareness of young people. Another unusual result of the study is a small percentage of students who speak their native (non-Russian) language – only 20 percent of the respondents. It is proposed that the parameters set require the pursuance of bigger researches on a nationwide scale.

  • Acquaintance with Digital Etiquette: Email Correspondence for Distance Learning

    The article is devoted to the analysis of the rules of behaviour of communicants in the process of distance learning. The purpose of the study is to consider the main difficulties that arise when students and teachers communicate in the virtual space, to identify their causes and ways to overcome them. The author focuses on the rules of email etiquette. The data obtained during a survey of students and teachers of the Perm State National Research University is used by the author. The relevance of the topic raised in this article is due to the fact that at present it is an urgent need to teach students and schoolchildren the basics of digital etiquette, namely, polite communication in social networks, compliance with the etiquette of official email correspondence, etc. The methods used for research include analysis, description, observation, comparison. The results of the study showed that in the moving to distance learning, when students ' communication with the teacher becomes mediated, many students experience certain difficulties, because they do not know the rules of behaviour in cyberspace. In this regard, it is concluded that teachers should include the module " Acquaintance with digital etiquette " in the course of training in order to make communication with students more effective and develop the necessary communicative competence.

    The article examines the problems of landscaping of urban areas and securing their legal status as one of the main areas of activity of the municipal economy to create conditions for a high standard of living of the population. The empirical base was provided by regulations, scientific articles and literature, statistical data, reports, and the results of a sociological study conducted on the territory of the Novorossiysk's Ministry of Defense.     The article concludes that it is necessary to create an integrated educational and professional space based on the resources of the lecturer, the system of additional education (institutes for the development of education – IDE), district educational and methodological offices (DEMO) and the educational institution (EI) in which the lecturer works, while the adaptation of education content should be adopted to the needs of the social order to additional education of a lecturer and his or her individual characteristics. The functions of EI, DEMO, IDE have been determined. That made it possible for IDE to develop a strategy for advanced training and scientific and methodological support of teachers. It is based on the principles of mutual enrichment, mutual respect and cooperation between all stakeholders of the education system and promotes the professional self-realization of teachers.

    Abstract:
    The authors outline that it is necessary to solve such a complex and large-scale problem as the growth of deviations among the younger generation. Also the authors point out the lack of methodological continuity in approaches implemented in the processes of education and upbringing. It is found out that educational models and upbringing models are realized as processes that are not connected to each other, which significantly reduces the effectiveness of the educational process and does not fully take into account all the psychological and pedagogical aspects of the implementation of educational programs. The aim of the work is to establish causal relationships between the development of universal learning activities and the education of a cultural personality, necessary for the harmonious development of adolescents. A number of conceptual models (schemes) that reflect the basic concepts of these processes and the conceptual modeling method were used in order to achieve the aim. The results of the work are the following: presentation of a scenario model of the process of implementing universal learning actions (ULA) and identification of areas of application of efforts of teachers and psychologists in the implementation of adolescents’ deviant behavior correction using methods of art education and cultural studies. The authors make the main conclusion that educational and creative tasks play a system-forming role in the implementation of the ULA, and the methods of art education and cultural studies are an effective tool for correcting deviant behavior.

  • Regional Educational Space and the Regional Education System: the Relationship of Concepts

    The article deals with the study of regional characteristics of education. The purpose of the research is to clarify the categories of “regional educational space” and “regional system of education”, as well as to determine their relationship. The main research method is the analysis of scientific and pedagogical literature on the problem. The author proposes to consider pedagogical regionalology as a scientific and theoretical basis for a comprehensive study of the education of the regions. Pedagogical regionology is presented as a direction integrating pedagogical, socio-philosophical and socio-psychological, geographical, historical, socio-economic aspects of studying the system of education. The definitions of the concepts “regional educational space” and “regional education system” are clarified, their interconnections and correlations are revealed. Тhe author concludes that these concepts are close and related, but not identical. The regional educational space is widely considered as the totality of all natural, socio-economic characteristics of the territory in their relationship with education. The regional system of education is presented as a component of the educational space of the region, which has a regulatory status and institutional organization. The structure of the regional system of education is presented from the standpoint of a functional approach. It is concluded that the socio-economic characteristics of the region affect the regional system of education, and education system, in turn, changes the territorial organization of public life.

  • Componentional Analysis of Verbs With a General Meaning “Manner of Movement” in English and Russian Languages

    The article deals with problems of differentiating verb units with partially same meaning and the lexical meaning in modern dictionaries. The purpose of the research is to identify the integral and differential features of verbs with the common meaning “manner of movement” in English. Methods of research. In the process of the research the following research methods were used: descriptive method, method of opposition component analysis, associative experiment method, receptive experiment method, experimental method, contextual analysis. The object of the study are verbs: to dash, to parade, to race, to roam, to march, to shamble, to plod, to lumber, to shuffle, to stride, to stroll, to strut, to trudge, to wander. The authors of the article emphasize that the choice of these verb units is due to the fact that they are the most frequent lexemes representing the lexico-semantic group of verbs with the common meaning “manner of movement”. Research results. As a result of the lexicographic analysis it is turned out that the dictionary entries do not completely reveal the situation, and experimental analysis revealed additional components that depend on context.

  • Determining the Total Number of Endocrine Disorders Among Children With Speech Disorders: Social and Dispatching Work

    Abstract:
    The article is devoted to determining the total number of endocrine disorders of the thyroid gland among children with speech disorders based on medical ultrasound data. The author of the article outlines that due to the fact that the prevalence of speech disorders is 100% among children with hypothyroidism, the following question deserves attention: “How many endocrine disorders can occur in children with speech disorders?”. Methods of research. Within the framework of the social and dispatching work of specialists of the psychological-medical-pedagogical commission, the referral of children with speech disorders to a medical ultrasound examination of the thyroid gland was organized. At the same time, none of the children had previously been examined by an endocrinologist or received appropriate treatment. The first group of children attended speech therapy classes at the Center for Psychological and Pedagogical Rehabilitation and Correction in Nizhneudinsk in the 2013-2014 academic year. The second group of children attended preschool educational institution №208 in the 2016-2017 academic year. The study allowed to draw the following key conclusions: in children with speech disorders in 40% of cases do have previously undetected endocrine disorders that deserve close attention and study by medical professionals, both of primary health care institution (Institute of Pediatrics) and pediatric endocrinologists; 29% of children with speech disorders potentially need the help of an endocrinologist. The algorithm for sending parents of children with speech disorders to consult medical specialists, whose help the child may need is presented in the article. The results of the study may be of interest to a wide range of medical and pedagogical specialists working in the system of school psychological and pedagogical councils, central and territorial psychological and medical and pedagogical commissions in the current conditions of the Federal State Educational Standards (FSES) implementation.

    Abstract:
    The development of open information exchange between local authorities and civil society should increase the level of public confidence. In this regard, the study of transparency at the local level becomes extremely important, since it affects the social and economic development of the territory. In the course of the theoretical study, it was found that there is no unified approach to the definition of transparency and its place in the scientific and practical field. It is revealed that, having a theoretical basis, transparency is not established in the legislation of the Russian Federation. In general, the legal norms use such concepts as «information openness», «availability of information about the activities of authorities», which make up only one of the elements of transparency. Current legal norms do not fully provide a systematic approach to increasing the transparency of state and local government. It was found that quantitative and qualitative methods for determining the current level of information development are applied for improving the transparency and accessibility of public institutions, but faced with the fact that they are limited in scope, and can only be applied for evaluation of websites of public institutions, monitoring is limited to bodies of state power of the executive branch, or the method is not established by the Federation or the subject. The results of the practical analysis of transparency in the activities of rural settlements in the Vologda region demonstrated the work of not only the authorities of these territories, but also the municipal district as a whole. The official websites of rural settlements have 87% information mandatory for publication, as well as meet the citizens’ expectations in terms of design and functionality at 63% and 54%. The interest in the activities of the municipality showed by the citizens and their satisfaction with the provided information is at the level of 20%. Thus, as a result of the study, it was concluded that the measures taken by the authorities of rural settlements to regulate and manage transparency have been insufficient.

    The purpose of the article is analysis of a stable holistic world picture formation ways in university students. The relevance of the issue is due to the fact that the formation of the most significant concepts that form the basis of the modern scientific world picture, often suffers from fragmentation, the knowledge gained by students in different sections of the same course, are little connected with each other, do not form a unified system. To ensure the unity of scientific knowledge, it is necessary to provide for the implementation of «comprehensive» generalizations throughout the whole course. The following methods were applied during the study: theoretical, analysis, comparison. This study proposes the criteria for selecting the main generalizing ideas and the conditions necessary for their successful work. The results of the study are concretized on the example of the space-time representations formation in the course of general physics in the university. The choice is due to the fact that the categories of space and time belong to the most fundamental concepts of science and culture, are a reflection of the universal attributes of matter. To solve the tasks, the analysis of the state of the problem in the methodology of teaching physics was carried out. It is concluded that the main ideas can serve as a basis for the space-time representations formation. The proposed provisions summarize the personal experience of teaching the course of general physics at the Far Eastern Federal University.

  • The symbolic meaning of the forest in the German fairy-tale

    This article attempts to show how the perception of the forest in the German language space was built and how it changed. It especially focuses on the symbolic interpretation of the forest, explains what some tress symbolize and shows the connection of the forest with the symbolism of the feminine. The article also deals with the perception of the forest in the works by romantic writers and provides examples from some romantic fairy-tales by the Brothers Grimm where the action takes place in the forest. It is worth mentioning that the titles of some fairy-tales by the Brothers Grimm are connected with the tree or with the forest.

    When designing modern sports complexes for architects and designers, it is necessary to work out both the ideological and functional aspects of the project. To create comfortable conditions, to ensure the requirements of acoustics, noise insulation and thermal insulation of it from other rooms and the environment, the design of the sports complex's coverage becomes crucial. Bearing coating structures are the most important constructive element of sports facilities. To date, there have been developed sufficiently typical projects with frequently used spans from 18 to 36 m. Coatings with a span of more than 36 m are already considered atypical and are designed individually, based on conditions. Analyzing the existing sports facilities, it was found that a wide distribution as a covering of buildings of sports facilities with a span of up to 60 m was obtained by plane structures: arches, trusses, frames. In this paper, a comparative analysis of the plane structures of the cover for a span of 60 m in the LIRA-SAPR program complex: a truss with steel columns and a steel frame is carried out. All load sensing and effects on structures are specified in accordance with SP 20.13330.2016. The results obtained in the analysis of foreign and domestic experience in the design and construction of these structures can be used at various stages of designing large-span sports complexes.
