- The article contains the analysis of the activities of the teaching staff of the higher educational institution, as well as examines both general theoretical and practical problems based on the author's observations that hinder the effectiveness of this activity. In particular, the author analyzes the basics of Russian native speaker’s perception of the content of the words “labor” and “work” and phrases based on them. Next, legal and professional problems that do not contribute to the improvement of the quality of their activities by university teachers (the Effective contract, scientometric indicators and distance learning) are considered. The paper contains proposals, the implementation of which will allow the university to evaluate the creative potential of the teacher and, in general, to increase the effectiveness of the educational services provided.

- The article is devoted to the issues of training specialists in the field of environmental safety in universities in the context of the implementation of the transition to the Federal State Educational Standard higher professional education 3++ training direction «Technosphere safety», the introduction of the professional standard «Specialist in environmental safety (in industry)», taking into account changes in regulatory legal acts in the field of environmental safety. The purpose of the research is to determine the current requirements for the system of training specialists in the field of environmental safety, taking into account changes in the legislation regulating this area. The following research methods are used in the work: the study and analysis of regulatory legal acts, domestic literary sources, resources of departmental and educational Internet portals in the field of environmental safety. As a result of the study, it was revealed that fundamental changes in regulatory, administrative, economic, control and supervisory management methods and the use of state online services in the field of environmental safety in the Russian Federation determine the specifics of the content of theoretical and practical training of environmental specialists. It is concluded that the professional standard for specialists in the field of environmental safety, introduced in September 2020, the requirements for the content of bachelor's and master's training in the direction of «Technosphere safety» should be the basis for the development of the Main educational professional program by universities (the choice of professional competencies, the formation of the curriculum, the formation of practice programs, the final certification program).

Human capital is one of the most discussed areas in economic theory and is most directly connected with other scientific areas, primarily with pedagogical and medical science, as well as with physical culture and sports. Research methods: analysis of scientific and methodological literature. The paper defines the concept of "human capital". The structural components of human capital, its place and role in the modern economy are formulated and analyzed. An analytical review of the regulatory documents of the Russian Federation concerning human capital is made. It is established that the fundamental component of the development of human capital is human health and the analysis of the influence of physical culture and recreation activities on the development of the labor potential of the younger generation is made.

- The scientific article is devoted to the research analysis of the theoretical aspects of the characteristics and the practical role of the mechanism of organizational culture in the framework of the formation of the human resource management system of the enterprise. The relevance of the study is due to the fact that today the attention of managers of Russian organizations to the issues of the formation of the mechanism of organizational culture is insufficient to form a method of stimulating labor productivity and the effectiveness of using human capital from this tool. The article examines the theoretical aspects of the concept of «organizational culture». The tasks and the practical role of the application of the mechanism of organizational culture in the management of the stuff of the enterprise are analyzed. The analysis of urgent problems of the human resource management system and the formation of organizational culture, which negatively affect the efficiency of labor activities of stuff. The main directions of improving the management system of the organizational culture of the enterprise in the framework of its stuff policy and activities are considered. In the conclusion of the scientific work the author found that organizational culture is the most important element not only of the stuff management system of an enterprise, which allows to form the principles of HR management and increase interaction between employees, but also a way to increase the economic efficiency of the company's business activities.

- The article examines the practice of issuing "serial" coins at various mints during the Roman Empire on the example of the twelve labors of Heracles (in the Roman interpretation - Hercules). In this article, a "series" means a complex of coins, regardless of metal and denomination, issued within the reign of one Roman emperor, one mint and / or one geographical place, united by one hero or a single storyline. It was established that the series with the exploits of Heracles in the II-III centuries. AD were minted in all parts of the vast Roman state and beyond its borders: from the southernmost (Alexandria, Egypt) to the north (Panticapaeum, Bosporan kingdom), from the west (Tarsus, Cilicia) to the east (Colonia Agrippina, "Gallic Empire" by Mark Postumus). The serial issue of coins with Heracles was also recorded at the mint of the center of the state in Rome.

- The article considers the mechanism of implementation of the concept of sustainable development of rural areas of the Republic of Kazakhstan. The author characterizes the concept of sustainable development of rural areas of the Republic of Kazakhstan, meaning their stability, socio-economic development, growth and increase in the volume of production of the agricultural industry, as well as the achievement of full employment of the rural population, and as a result, the growth of their standard of living. As a mechanism for improving the efficiency of rural areas, the author suggests considering labor resources, their employment, which is based on the population. The development of rural areas is described in stages, starting in 1991. In conclusion, the author notes that the solution to the problems of rural development is directly dependent on the effectiveness of the state policy in the field of agriculture. Therefore, today the government's attention is focused on the development of the future of the Kazakh village, the strategy of social policy and the development of infrastructure in rural areas. As the main target indicators of rural development in Kazakhstan, the author suggests improving the living conditions of the rural population in 2021 to 64% compared to the indicators of 2018–58%; improving the quality of living for 80% of the rural population in settlements that would meet modern standards of quality of life by 2030, increasing the volume of agricultural products by 2.5 times compared to the same indicators in 2017.

- Based on the analysis of the contemporary state of the development of the system of motivation and stimulation of labour of the personnel, the directions of improving of such processes are defined in the article. It is stated that the effective reparations management benefits to both employer and employee. Employees receiving fair salary, generous bonuses and remunerative incentives in exchange for their work will linger to their jobs, keep high performance and morale. It is noted that the issue of fair labour remuneration is highly relevant these days. The fact that the system of motivation and stimulation of personnel, allowing to solve this problem, has been developed in Russia is highlighted in the article. Author concludes that the effective reparations management contributes to employee’s involvement thus leads to the company’s success.

- In the article examines the consolidation of the right to work at the constitutional level in the Russian Federation in the historical and legal aspect. The author came to the conclusion that the constitutionalization of the right to work, despite the presence of factory legislation in the Russian Empire, can only be discussed from the moment it was fixed in the Basic Law, which in our national history happened only in 1936 for the USSR and in 1937 for RSFSR. At the same time, the appearance in 1918 of the obligation to work, then reproduced in the subsequent union and republican constitutions in the 1920s, is not an element of the constitution of the right to work.

- The author outlines that in the 21st century, the Russian economy is approaching the inevitable stage in which without intensive development of the quality of the labor force and effective management of it, its growth is impossible. It is noted that dynamically changing time dictates its own rules in market relations. It is also emphasized that further improvement of the business environment institutions, such as the labor market, the system of education and advanced training, requires clear criteria for determining the degree of professionalism of personnel management specialists. These circumstances have created a situation where the need for development of managerial personnel in relation to their level of training has grown significantly. This directly affected the need to modernize the process of training and evaluating staff. In the article, the author explores new approaches to monitoring the level of competence of specialists in personnel management, the formation of labor potential at the regional level. It is shown that as a result of analyzing the requirements for evaluating training in higher education, put forward by employers and comparing them with the professional standard for specialists in this profession, it was revealed that there is a possibility to develop and improve a model for monitoring the level of competence formation of university students. The results of the analysis conducted in the study will allow us to develop the main ways to continue studying the problem of introducing and using new approaches to evaluate training and building labor potential.

- The author outlines that standards of training graduates for various sectors of the economy are set by modern economic realities. It is noted that nowadays the knowledge obtained by a graduate should be relevant and consistent with the latest trends in the socio-economic development of society. In these conditions, economic knowledge is necessary for the wider population receiving education in various specialties, including potential doctors and pharmacists. The author also pays special attention to the fact that results obtained after conducting knowledge evaluation test of students studying at Kuban State Medical University on the basis of testing the project “Federal Internet exam in the field of professional education: competency-based approach” revealed a qualitative increase. It is concluded that in many respects, the indicator was achieved due to the improvement of the teaching methods of economic disciplines and the adaptation of the material presented in textbooks on economics to the profile of a medical university.

Understanding the scientific nature of competence in higher education as problem to improve its quality

- The article shows the problems of improving the quality of Russian education related to the understanding of the essence of competencies. In spite of the constant «updates» of the Federal State Educational Standards for Higher Education (FES of HE), there is no obvious qualitative change in the solution of this problem. And first of all, it refers to what is not clear: what and how students should be taught, although the standards define that students should have the necessary competencies to perform a professional activity. However, despite numerous discussions, a clear understanding of the scientific essence of the concept of «competence», as a rule, is not given anywhere. And this today, in our opinion, is the main problem and obstacle in the qualitative improvement of the educational process in domestic universities.
