    В статье автором изучается вопрос установления факта родственных отношений при оформлении наследственных прав граждан. Отмечается, что трансформация нотариального делопроизводства в электронный нотариат простимулировала развитие тенденции преобладания электронных документов перед документами на бумажном носителе. Автор приходит к выводу, что предоставления нотариусу доступа к электронным сведениям, содержащимся в Едином государственном реестре записей актов гражданского состояния, позволит сделать его работу более эффективной и в кротчайшие сроки.

    The article describes the technical means used in the inspection of the scene of a traffic accident. The advantages and disadvantages of the technical tools used are presented, as well as the prospects for further development. In the opinion of the authors, the use of 3-D scanning in combination with quality photography at survey of a place dorozhno-transport incident very wisely and effectively that will further enhance the quality and accuracy of plans of the place of committing an administrative offence (volume 3-D diagrams), which subsequently will lead to faster reconstruction of events of the accident and the conviction of the perpetrators.

    Abstract:
    The article is devoted to the problem of the full treatment of the subject “Construction of Lyapunov functions” in the “Lyapunov's direct method” section in the courses on system dynamics, differential equations, etc., for students of mathematical and technical specialties. The authors of the article point out that first of all Lyapunov function method is considered the method useful for studying dynamics of concrete technical systems by mathematical methods. Since for practical use of this method it makes sense to construct Lyapunov functions in simplest form, the methodology for constructing Lyapunov functions in positive definite quadratic forms with given properties, certain features of original problems is proposed by the authors.

    Abstract:
    Целью статьи является выявление основных характерных признаков конъюнктуры товарного рынка. Такое исследование рынка целесообразно в том случае, если изучаются вопросы емкости рынка, состояния цен, ассортимента товаров, объемов продаж. Обработка собранных и сгруппированных данных о рынке сантехнической продукции осуществляется в основном тремя методами: экспертными, аналитическими или их сочетанием. Авторы считают, что система мониторинга позволяет на основе методической, информационной, технической и организационной баз отслеживать информацию о товарных рынках, прогнозировать их конъюнктуру, что, в свою очередь, создает основу для принятия управленческих решений на уровне регионального субъекта. Исследование системы показателей эффективности торгового предприятия отражает взаимовлияние и обусловленность тенденций развития, составляет методику анализа его конъюнктуры. В статье отмечено, что проанализированные методы и показатели анализа конъюнктуры товарного рынка сантехнической продукции в России характеризуются не только численностью и распределением хозяйствующих субъектов – продавцов и покупателей, но также динамичным спросом. Следует отметить, что на основе выделенных тенденций, факторов и специфики развития рынка сантехнической продукции посредством анализа его конъюнктуры возможно использование показателей эффективности торговой деятельности для конкретного торгового предприятия, определение направлений совершенствования конкурентной среды исследуемого рынка.

    The article reveals the nature of ethno-cultural education of children with health limitations, reflects the directions of studying ethnic as well as spiritual culture of small-numbered peoples of the Tomsk Region: Selkups, Tomsk Tatars, Buryats, Altai, cultural heritage of ethnic groups for the purpose of spiritual, social, moral, mental and physical development. The authors outline that ethnocultural education is a holistic process of transferring to a younger generation traditions, cultural values, social norms of the ethnic group to which they belong to as well as in environment of which they live. The essence of ethno-cultural education of schoolchildren is reviewed; the aims, key features of ethno-cultural education, and its objectives, the main of which indicates the development of children’s interethnic tolerance through acquaintance with the culture of peoples of different ethnic groups of the Tomsk Region. Also, the main mission of ethno-cultural education – the revival of the humanistic principles of intercultural communication, the dialogue of cultures and nations – is presented. The processes of ethnic and cultural identification that characterize the peoples of the Tomsk Region are the subject of research. The following main methods were applied: classes in the school library, a survey of parents living in the Tomsk Region, questionnaires, work with online sources. It is concluded that traditions formed at an early age and activities that are jointly conducted with parents have a large stable character for the spiritual and moral education and socialization of the younger generation.

    The author outlines that in connection with the need to develop students' abilities and skills for organizing independent research activities, a psychological and pedagogical analysis of the organization of university students’ research activities is made, and the basic tasks of developing the students' ability to do research work are formulated. Methods of research. To diagnose the development of this quality, research methods such as questionnaires, analysis, and comparative evaluation were used. The study defined quality, based on which we can generate interest in students to do research activities – the ability to cognitive activity, awareness of actions, independent approach to creative problem solving, commitment to self-development and self-education. It is noted that for development of skills for doing research work it is recommended to engage students in the situations where it is necessary to find the solution to problems, help them to analyze qualitative changes and to predict the results of a particular process development. In the course of experimental work carried out by lecturers of the Lipetsk State Technical University, positive changes, indicating the development of the ability in students to do research activity in the process, organized to introduce students to research work at different stages of their training were identified.

  • Neuroscience as a Method of Students' Psychoemotional State Otimization

    Abstract:
    The importance of balanced psychoemotional states is defined; neurobiology as a method of psychocorrection of the emotional state and synchronization of the right and left hemispheres as well as activation of thought processes is described in the article. The authors propose the following hypothesis: regular use of exercises of neurobilology can contribute to the optimization of the psychoemotional state and successfully affect students’ psychological health. To prove the hypothesis, the authors conducted a survey to study and test the exercises of neurobiology for the optimization of students' psychoemotional state. Method of research. Psychodiagnostic method, comprising the following techniques: differentiated self-assessment of functional status, Spielberger State-Trait Anxiety Inventory and questionnaire for differentiated assessment of health by Leonov A.B., Velichkovskay S.B.) was used as the basis for the research. The results of the study were subjected to qualitative analysis and mathematical and statistical processing applying the student's t-test. At the formative stage of the study, a formative method – a set of exercises of neurobiology was used by the authors. The results of the study proved the effectiveness of using exercises of neurobiology to optimize the students’ psychoemotional state: after making the exercises, indicators of well-being, activity, mood, and performance significantly improve, and all indicators of anxiety decrease.

  • Determining the Total Number of Endocrine Disorders Among Children With Speech Disorders: Social and Dispatching Work

    Abstract:
    The article is devoted to determining the total number of endocrine disorders of the thyroid gland among children with speech disorders based on medical ultrasound data. The author of the article outlines that due to the fact that the prevalence of speech disorders is 100% among children with hypothyroidism, the following question deserves attention: “How many endocrine disorders can occur in children with speech disorders?”. Methods of research. Within the framework of the social and dispatching work of specialists of the psychological-medical-pedagogical commission, the referral of children with speech disorders to a medical ultrasound examination of the thyroid gland was organized. At the same time, none of the children had previously been examined by an endocrinologist or received appropriate treatment. The first group of children attended speech therapy classes at the Center for Psychological and Pedagogical Rehabilitation and Correction in Nizhneudinsk in the 2013-2014 academic year. The second group of children attended preschool educational institution №208 in the 2016-2017 academic year. The study allowed to draw the following key conclusions: in children with speech disorders in 40% of cases do have previously undetected endocrine disorders that deserve close attention and study by medical professionals, both of primary health care institution (Institute of Pediatrics) and pediatric endocrinologists; 29% of children with speech disorders potentially need the help of an endocrinologist. The algorithm for sending parents of children with speech disorders to consult medical specialists, whose help the child may need is presented in the article. The results of the study may be of interest to a wide range of medical and pedagogical specialists working in the system of school psychological and pedagogical councils, central and territorial psychological and medical and pedagogical commissions in the current conditions of the Federal State Educational Standards (FSES) implementation.
