    Abstract:
    The purpose of the study is to analyze the current state and determine the main trends in the development of the Russian metallurgy. As a result of the research, the state and prospects of: production and consumption of metallurgical products; sustainable development of metallurgical companies; digitalization in metallurgy are analyzed and determined. It was found that: 1) despite the coronavirus pandemic in 2020, which had both a direct and indirect impact on the work of metallurgical enterprises, the production of metals and metal products in Russia remained at the proper level; 2) objectively, there is a need to use ESG indices to assess the sustainable development of metallurgical companies, in this regard, the directions for improving the reporting of companies on sustainable development are considered 3) a promising direction of digitalization in metallurgy is the formation of ecosystems. The results obtained can be used in the practice of metallurgical enterprises.

  • The Influence of Hippotherapy on the Psychocorrection of Emotional States of Adolescents

    Abstract:
    Introduction. The article shows the relevance of the theoretical and practical study of the influence of hippotherapy on the psychocorrection of emotional states of adolescents. It is hypothesized that the use of hippotherapy classes for the purpose of psychocorrection of emotional states in adolescents will have a regulating effect on the emotional sphere of adolescents and eliminate negative emotional patterns of behavior. Materials and methods of research. The article presents the results of a study on the use of hippotherapy classes for the purpose of psychocorrection of emotional states in adolescents, which have a regulating effect on the emotional sphere of adolescents and eliminate negative emotional patterns of behavior. The stages and a set of psychological techniques are described. The results of the study revealed in most of the adolescents the presence of an increased level of aggressiveness, unwillingness or inability to restrain outbursts of aggression towards others, a moderate level of situational anxiety and a low level of personal anxiety, only half of the subjects are characterized by a pronounced degree of the Index of positive emotions, etc. After completing the course of hippotherapy, the study showed a positive trend in the indicators of emotional states of adolescents: a statistically significant decrease in the level of aggressiveness, a decrease in the level of situational anxiety, a decrease in the level of depressive states, a positive trend in the indicators of emotional states. The results of the study allow us to conclude that hippotherapy can become a justified and effective way to the psychological and emotional health of the individual.

    Abstract:
    The article is devoted to the analysis of Plato's works «On the State» and «Laws», as a result of which it becomes clear what an ideal state from a political and legal point of view was for the thinker. Such aspects of his teachings as the form of an ideal state, the political and legal system, the social structure of society, the cultural and religious aspects of his organization, the personality in an ideal state are considered. The authors conclude that the works of the Greek philosopher have remained relevant to the present, since the main ideas formulated by Plato later adopted, developed and finalized many scientists, thinkers, writers of different historical eras. The question of the best social, political and legal order has remained open throughout human history, and the answer remains to be found. It is thanks to great thinkers, philosophers of the past that scientists can talk and argue today about the concept of the right state, laws, justice, politics, etc. It is emphasized that Plato's writings contain many provisions ready for acceptance by Russian law, in particular, the thinker formulated the modern principle of inviolability and general obligation of the law as a condition of harmony in society.

    The present article examines the strategy of interaction of the state and small business as a factor of innovative development – which is a very topical issue, since small innovative businesses are enterprises that are on the balance of industrial property applied objects (patents, utility models, industrial designs), as well as those that systematize and protect intellectual property from commercial secrets. At the same time, the innovation activity of small business, according to the authors, is not a custom-made industry, as a rule, this industry requires more development than funding. In this connection, for the formation of innovative forms and the implementation of their activities, commercialization, expansion of strategic management, and the accession of subjects of state innovation institutions, it is necessary to create an adaptive environment for the development of small business.

    Abstract:
    Land administration seeks to obtain optimal social, economic and environmental benefits while promoting the principles of sustainable development. An important element of this process is the understanding of the macroeconomic situation for making adequate management decisions at various levels: local, re-gional, national and global. This information is provided by land administration systems ((LAS), the core of which is a multipurpose cadastral system integrated with other spatial information systems and public registries. In this article, the au-thors present the structure of land administration built in modern Europe and also show the specifics of the design of systems in relation to socio-economic conditions. The publication presents a vision of the role of the cadastre in the global system of accounting and land administration, with cadastral accounting considered as the main infrastructure for ensuring the economic, social and environmental benefits of all users, including individuals, business and the state.

  • On the Question Legal and Cultural Interaction Between the Sasanian Iran and the Eastern Roman Empire

    Abstract:
    The purpose of the article is to prove the presence of a deep (archaic) ideological foundation in the Roman-Persian political and legal complementarity of the times of late antiquity. Methods. The author uses the «panoramic approach», сomparative analysis of primary historical sources and the structural-functional method. Results. The author’s attention is devoted to the antique community in the legal content of imperial titles, the correlation of temporary and spatial understanding of the power of the Roman emperors and the power of the Persian Šâhanšâh’s. The main author’s thesis: 1) the provision on the Hellenization of Persia during the time of Khosrow Anushirvan; 2) the thesis on the principle of extraterritoriality of imperial power, formulated by the Romans in the era of dominatus and transfered from the Eastern Roman Empire into the Sassanian Eranshahr; 3) the author’s definition of the imperial form of government, based on the principle of «over-sovereignty» common to Iran and Byzantium. Discussion. Firstly, the spaces of Eranshahr and the Roman Empire were considered by ancient intellectuals as the «common heritage» of the Hellenistic Asian kingdom of Alexander the Great. Secondly, the roots and semantic content of the titles of the higher sovereigns of Persia and Rome (emperors) had common cultural and political origins and military-administrative premises. Thirdly, if at the initial stage of the interaction between the Persians and the Romans there was a strong influence of Persia on the everyday life of the population of the East Roman provinces, then in the 6th century the East Roman ethnocultural pattern «Christian Oecumene» became decisive in the Sassanian Mesopotamia.

  • Network Interaction Within the "Service" Concept of Educational Institutions (On the Example of the Tomsk Region)

    The author emphasizes that ongoing global changes in society, new directions of sociocultural development have led to the necessity of making changes in requirements of the quality of education on every level. It is noted that these new requirements imply not only pupils’ subject knowledge development but also their metasubject and personal competence formation. Educational institutions faced difficulties while establishing educational process in accordance with the introduced state directions. The author comes to the conclusion that in search of the solution, educational institutions started to form networks and communities that let integrate both resources and abilities to succeed in fulfilling of the tasks given by the government. The concept of a “service state” is considered; principles of service activities of educational institutions are defined; client focus of educational institutions is reviewed; the main provisions of the network interaction of educational institutions are presented; regulatory acts, projects in which the network interaction in the field of education is fixed are analyzed; an independent assessment of the quality of education is given; educational institutions that occupy leading places in the opinion of service consumers about network interaction, taking into account the focus on the need of direct service consumers are considered. In the course of the study, the following methods were used: analysis and synthesis, comparison, interviewing. The result of the study was a network interaction project taking into account the focus on service by the Humanitarian Lyceum in Tomsk and Tomsk State University.

  • Neuroscience as a Method of Students' Psychoemotional State Otimization

    Abstract:
    The importance of balanced psychoemotional states is defined; neurobiology as a method of psychocorrection of the emotional state and synchronization of the right and left hemispheres as well as activation of thought processes is described in the article. The authors propose the following hypothesis: regular use of exercises of neurobilology can contribute to the optimization of the psychoemotional state and successfully affect students’ psychological health. To prove the hypothesis, the authors conducted a survey to study and test the exercises of neurobiology for the optimization of students' psychoemotional state. Method of research. Psychodiagnostic method, comprising the following techniques: differentiated self-assessment of functional status, Spielberger State-Trait Anxiety Inventory and questionnaire for differentiated assessment of health by Leonov A.B., Velichkovskay S.B.) was used as the basis for the research. The results of the study were subjected to qualitative analysis and mathematical and statistical processing applying the student's t-test. At the formative stage of the study, a formative method – a set of exercises of neurobiology was used by the authors. The results of the study proved the effectiveness of using exercises of neurobiology to optimize the students’ psychoemotional state: after making the exercises, indicators of well-being, activity, mood, and performance significantly improve, and all indicators of anxiety decrease.

    The relevance of improving the criteria for assessing competencies obtained in the course of learning history by schoolchildren, estimating the quality and relevance of knowledge, skills and abilities is emphasized. The purpose of the article is to identify pupils’ basic skills, as well as the possibility of making cognitive queries for mastering the disciplines of the social and humanitarian cycle of university training and building a civic position. Methods of research: analysis of the results of the State Final Certification on history at schools of the Chuvash Republic, methodological seminars of teachers who teaches history, monitoring. The authors emphasized that in order to develop criteria for the acquisition of socio-legal, humanitarian disciplines by first-year students and those who are pursuing a specialist's degree at higher educational institutions of the Chuvash Republic firstly it is necessary to analyze the results of mastering social and humanitarian disciplines by students, secondly, to compare them with the typical results of those who pass the State Final Examination on history, thirdly, to conduct an empirical interview with students in order to identify their cognitive needs. Results of the research. The most acute problems associated with the study of the history course by schoolchildren, the theory and methods of teaching history were identified, the task for developing a methodology for students’ monitoring cognitive queries on the history at humanitarian universities. The suggestions in the areas of improving teaching history at school for the development of students' competencies for higher humanitarian and legal education are proposed.
