    Автор подчёркивает, что в современном глобальном ландшафте, отмеченном сложными асимметричными конфликтами, а также расширяющимся распространением и использованием автономного оружия, Женевские конвенции 1949 года получают особое значение, отражая растущую актуальность международного гуманитарного права (МГП) в быстро меняющемся мире. Отмечается, что Женевские конвенции были разработаны для рассмотрения и регулирования поведения негосударственных субъектов в связи с нормами, касающимися ведения военных действий. Однако сегодня международное сообщество не всегда принимает во внимание, как именно негосударственные субъекты понимают, ценят и соблюдают эти нормы. Делается акцент на сложившуюся новую реальность вооруженного конфликта, возрастающую роль негосударственных субъектов и образовавшиеся лазейки в законодательстве, которые во многом препятствуют применению МГП. При этом сложность новых вызовов затрудняет процесс классификации вооруженных конфликтов и создает дополнительные трудности в определении того, какие именно принципы и правила могут и должны применяться в каждом конкретном случае. Применение новых видов вооружения – беспилотных летательных аппаратов (БПЛ), боевых роботов, военных космических технологий, а также кибертехнологий – поднимает ряд важных правовых вопросов и гуманитарных проблем. Уделено внимание тому факту, что в сложившейся ситуации в мире возникает недопонимание относительно того, требует ли участие в вооруженных конфликтах негосударственных субъектов и новых средств ведения войны пересмотра МГП или существующих норм достаточно, чтобы с уверенностью отвечать на новые вызовы.

  • Methodological Typology of Grammar Content of German as a Minor Language With English as a Major Language

    Abstract:
    The article under consideration addresses problems of teaching grammar (with German as a minor language and English as a major language) in modern Russian schools. Method of research. In order to solve the problems, the authors propose a methodological typology of the content of teaching grammar in 5th grade with English as a major language on the basis of training and methodology complex “Horisonte”, taking into account the difficulties in mastering grammatical material. This typology was created using the following methods: analysis (during looking for the content), synthesis (at the stage of creating a grammatical typology of the German based on English) and forming of hypotheses (in results of the research). Result of the research. As a result of grammatical typology, the grammatical units for the 5th grade in “Spotlight” Student’s book are divided into three unequal groups. This fact simplifies the perception of the material by pupils during the intensification of the educational process and helps to build the educational process so that both languages studied by pupils are mastered at the proper level and using an intercultural approach. Conclusions. The importance of the research lies in forming system of German as a minor language for learning it in Russian schools and in the even distribution of power and time while teaching German as a minor language.

  • Modern technical means of investigation of road accidents , their use when inspecting the scene of an accident

    The article describes the technical means used in the inspection of the scene of a traffic accident. The advantages and disadvantages of the technical tools used are presented, as well as the prospects for further development. In the opinion of the authors, the use of 3-D scanning in combination with quality photography at survey of a place dorozhno-transport incident very wisely and effectively that will further enhance the quality and accuracy of plans of the place of committing an administrative offence (volume 3-D diagrams), which subsequently will lead to faster reconstruction of events of the accident and the conviction of the perpetrators.

    Дистанционное образование в условиях цифровых технологий получило широкие возможности и решает ряд важных задач. В то же время фиксируются трудности в реализации его социально-педагогических функций. Представлено понимание социально-педагогической функции образования, рассмотрены её ключевые проявления (обеспечение социальной коммуникации, социального сопряжения, передачи социального опыта, опережающего развития, социального и профессионального признания, оперативный мониторинг личностного развития и др.). Раскрыты психолого-педагогические параметры дистанционного образования, порождающие риски и трудности в реализации социально-педагогических функций. Показано, что дистанционное образование предусматривает понимание этих рисков и трудностей и целенаправленную работу по их преодолению на основе личностного подхода.

    Abstract:
    The comparative results of the 15-year study on stereotypical associations regarding the ethnonym “Uzbeks” among uzbek youth are presented in the article. Methods. The main components of the content of the ethnic autostereotype of uzbek youth at the beginning of our century (2003–2005) and today are revealed by the method of associative experiment. Comparative analysis of the results of the association experiment in the context of 15 years showed a significant increase in the role of “personal traits” in the characteristics of their ethnic group, as opposed to a sharp reduction in the share of traditional activities and their products. Results. It is pointed out that despite the fact that the concepts related to national clothing retain their leading positions (for example “tyubeteika”, “atlas”, etc.) and objects of national life (“lagan”, “tandyr” etc.), the strengthening of ethnic self-perception through the historical prism and geographical features was recorded, which may be a consequence of active educational work, which focusing on historical achievements and the special geostrategic position of the country. It is concluded that the results obtained can be a sign of noticeable shifts in the national consciousness of uzbek youth, which are manifested in the shift of attention from the external attributes of the traditional way of life of the ethnic group to the internal composition of these formal features.

  • Innovative Potential of Photobook Format in Ethnocultural Communication

    Abstract:
    The features of such a widely used format as a photo book in the context of visual ethnography were reviewed in the article. It is noted that the photobook is studied as a tool for creating visual ethnographic materials that allow to conduct a research on modern cultures and ethnic groups to form a cultural identity. Methods. As the subject of analysis, modern photobooks created by the photographer from Japan Ikuru Kuwajima were selected. Results. The potential of the photobook as an author's work is revealed and its communicative potential in ethnocultural interaction is described. An ethno-photo book is defined as a format of visual communication in which each photograph has an ethnical meaning, which contributes to the creation of author's photo narration, as a specific form of reflection of an ethnos, with a representation of ethnic images. The special functions of the ethno-photo book, which are realized upon activation of the author’s principle, are highlighted: the search for their own identity; pictorial (plot) narrative about an ethnic group; creating the integrity of ethno-narration; increment of information about the ethnic group; ethnos research by means of a photo image; details of the ethnic world view; preservation of ethnic pictures of the world; comprehending the culture of another. It has been determined that a modern photo book is distinguished by documentary content and multimedia features that give its content traits of pragmatism and streaming. An ethno-photo book is manifested as a meaningful substantial work in which the author narrates a pictorial story about an ethnos through photographs, creating a holistic artistic and semantic image of the ethnos. It is concluded that all this contributes to a special emphasis of the reader on certain elements of the ethnographic image and contributes to the creation of new information about the ethnos. It is mentioned that one of the varieties of photobooks is the author's photobook, as an in-depth study of oneself in the context of the ethnicity of the territories reflected in the photo-chronicles of the photographer.

Такое определение предмета социологии позволило автору включить в него ряд аспектов, которые зачастую де-факто реализуются в научной и педагогической деятельности, но остаются имплицитными, теоретически не артикулированными, слабо тематизированными. Это позволило также предложить некоторые новые подходы к структурированию социологического знания.

    Abstract:
    The article on the example of history, social science and law, analyzes and systematizes the authors' experience in the field of olympiad training of students. The relevance of the problem in the context of the need to implement the national project “Education” is revealed, the advantages of schoolchildren having achievements in various competitions when entering universities are described. The important role of competent scientific consulting and mentoring in the system of olympiad training is emphasized. On the example of the project “Growth Story”, the need for early preparation for the Olympiads is substantiated, non-standard approaches to this process are proposed. The most common types of olympiad tasks are analyzed, methodological methods aimed at improving the efficiency of their implementation are proposed.

    The metaparadigmal approach to the analysis of conditions for the formation of social and cultural activity serves as a methodological basis for the study of modern transformations in the field of women's recreational leisure. Using this approach, new experimental data on effective conditions for the formation of subjective activity of women of the second period of adulthood, showing the importance of not only conditions, but also means of pedagogical regulation of social activity of women of mature age are presented in the article. The sources and incentives of manifestations of subjective activity as a complex structural formation of the individual that determine the selective, creative orientation of women in the field of recreational leisure are studied in detail. Ways of involving female workers of local self-government bodies in the system of healthy lifestyle and recreation practices were tested.

    В настоящее время школьное образование в России во многом теряет традиционное воспитательное влияние преподавателя не только на обучаемых, но и на их родителей, которое было в советское время. При этом сегодня забывают о роли школьного учителя как «формирователя» будущего гражданина. И именно цифровые технологии часто являются средством влияния «дискредитации» авторитета школьного учителя как воспитателя. Но часто и сами педагоги проявляют вместо выдержки и терпения грубость и физическую силу против школьников. И кто виноват в этом: сам учитель или школьники? Это проблема, которую нужно решать, так как формирование школьным учителем ученика как гражданина с активной гражданской позицией значительно уменьшается. В статье рассматривается вопрос о том, как преломить эту тенденцию, так как в значительной степени от этого зависит будущее страны. При этом сегодня стоит задача не только научного осмысления этой проблемы, но и законодательного закрепления норм деятельности учителей в интернет-среде по взаимодействию с обучаемыми.
