This article provides a rethinking of the economic development of the USSR on the basis of calculations of personal savings and the share of household consumption in GDP and comparisons of these indicators with Western ones.

В ходе анализа фактического материала была проанализирована синтаксическая организация сегментных цепочек твитов; сделаны выводы о частотности употребления таких синтаксических фигур, как риторический вопрос, эллиптическое предложение, параллельная конструкция, повтор, вопрос в форме утверждения.

    Abstract:
    The article considers the mechanism of implementation of the concept of sustainable development of rural areas of the Republic of Kazakhstan. The author characterizes the concept of sustainable development of rural areas of the Republic of Kazakhstan, meaning their stability, socio-economic development, growth and increase in the volume of production of the agricultural industry, as well as the achievement of full employment of the rural population, and as a result, the growth of their standard of living. As a mechanism for improving the efficiency of rural areas, the author suggests considering labor resources, their employment, which is based on the population. The development of rural areas is described in stages, starting in 1991. In conclusion, the author notes that the solution to the problems of rural development is directly dependent on the effectiveness of the state policy in the field of agriculture. Therefore, today the government's attention is focused on the development of the future of the Kazakh village, the strategy of social policy and the development of infrastructure in rural areas. As the main target indicators of rural development in Kazakhstan, the author suggests improving the living conditions of the rural population in 2021 to 64% compared to the indicators of 2018–58%; improving the quality of living for 80% of the rural population in settlements that would meet modern standards of quality of life by 2030, increasing the volume of agricultural products by 2.5 times compared to the same indicators in 2017.

    Abstract:
    The article is devoted to the analysis of Plato's works «On the State» and «Laws», as a result of which it becomes clear what an ideal state from a political and legal point of view was for the thinker. Such aspects of his teachings as the form of an ideal state, the political and legal system, the social structure of society, the cultural and religious aspects of his organization, the personality in an ideal state are considered. The authors conclude that the works of the Greek philosopher have remained relevant to the present, since the main ideas formulated by Plato later adopted, developed and finalized many scientists, thinkers, writers of different historical eras. The question of the best social, political and legal order has remained open throughout human history, and the answer remains to be found. It is thanks to great thinkers, philosophers of the past that scientists can talk and argue today about the concept of the right state, laws, justice, politics, etc. It is emphasized that Plato's writings contain many provisions ready for acceptance by Russian law, in particular, the thinker formulated the modern principle of inviolability and general obligation of the law as a condition of harmony in society.

Земельный участок во все времена был очень ценным ресурсом, который доставался не каждому. Граждане во все времена имели постоянные притязания на землю, что создавало постоянные конфликты между ними. Земля – уникальный ресурс, если ею целесообразно пользоваться в своих целях, то она никогда не придет в негодность. В российском законодательстве земельный участок классифицируется как особый и главный объект земельных отношений. В статье рассмотрены важнейшие проблемы земельного права, а именно вопросы, связанные с реализацией прав собственников земельных участков, которые необходимо решать в ближайшее время путем его реформирования.

  • Cheboksary Regiolect of Russian Language: the New Vernacular

    Abstract:
    This article is devoted to the study of non-literary units that exist in the Cheboksary regiolect of the Russian language and are recognized as important speech markers of the residents of Cheboksary. The purpose of the work is to characterize the Cheboksary regiolect of the region as a complex phenomenon that combines two hypostases – literary and new vernacular, as well as to analyze uncodified colloquial vocabulary. The material of the research was, first of all, lexico-phraseological units collected by the authors in the course of long-term observations of the speech of the inhabitants of Cheboksary. The conclusions of the work are based on the analysis of the material from the orthological point of view. As a result of the research, the authors came to the following conclusion: in the capital of the Chuvash Republic there is a stable specific layer of linguistic units localized by the city and its agglomeration. It is represented by expressive uncodified lexical and phraseological units, Chuvash-Russian new formations, imitation of the Russian speech of the Chuvash. Moreover, such cheboksarisms are well known within the functioning of the regiolect, and do not belong exclusively to any social group. This lexical layer, despite its insignificant volume, is important for the self-identification of the inhabitants of Cheboksary as carriers of a separate linguistic phenomenon, and it must be recognized as the main source of the Cheboksary regional dictionary.

  • The Research of the Assyrian Diaspora in Central Russia on the Example of the Communities of the Ryazan Region Cities

    The history of the Assyrians who settled on the territory of Russia is an important and understudied topic. The purpose of the article is to acquaint readers and the scientific community with the results of the study of the Assyrian diaspora in the Ryazan region. The local Assyrian communities formed in the 1920s-1930s were studied. Ryazan region of Russia. Using the methods of field research, we find out that in Ryazan in the twentieth century, two small Assyrian necropolises arose – at the historical Lazarevskoye and Skorbyashensky cemeteries. The author inspected the graves preserved for 2019–2020. The Ryazan Assyrian necropolis does not differ from the places of compact burials of representatives of this people in other cities, which were examined by the author. Nevertheless, it is very important for the study of this diaspora. The results of the study showed that the Assyrian people were subdivided by the beginning of the twentieth century. for two dozen subethnos (tribes), representatives of some tribal and groups created diasporas. Regarding Ryazan, this is a large part, natives of the independent («ashiret») region of Djilu (the Jilvai tribe), the Maliks of Djilu Gorta (Big Djilu), from the villages of Alsan (local group of alasnaya), Zirini (grain), Midi (copper). A rather small number of families turned out to be in Russia – natives of the Ashiret independent Maliks – Thuma (the Thumnaya tribe), as well as natives of the small village of Shvava, whose inhabitants make up a small group of Shavetnaya. In the latter case, we have established the name of the genus-otzhah. Ryazan thumnaya, judging by what we know about their fellow tribesmen in neighboring Moscow, Tula, as well as in Georgia, most likely came from the village of Myazrya (maser group). The paper presents facts of the history of small Assyrian communities in other cities of the Ryazan region – Kasimov, Ryazhsk and Mikhailov. The main professional occupation of the representatives of the Assyrian communities in the 1920–1970s was shoe cleaning. It is concluded that the Assyrians, despite the small number of the diaspora, played a role in the urban culture of Ryazan in the twentieth century. In the future, we intend to expand the resources of the research base and continue to study various aspects of the life of the Assyrians in Russia.

    The article examines the problems of the formation of ethnic self-awareness of university students in the process of teaching the discipline «Theory and methods of ethnocultural education». The relevance of the study is determined by the state policy that elevates culture to the rank of national priorities and recognizes it as the most important factor in the harmonization of public relations, the guarantor of the preservation of a single cultural space and territorial integrity. The purpose of the article is to consider the issues of content-methodological and educational plan in the formation and development of ethnic self-consciousness of students of higher educational institutions in the process of teaching the dissertation "Theory and methodology of ethno-cultural education". The analysis of normative-legal and legislative acts in the field of culture and education, observation, and the method of generalization of pedagogical experience allowed us to identify effective forms and means of ethno-cultural education of students. The data of a sociological survey conducted before and after studying the discipline "Theory and methodology of ethno-cultural education" among students of the training direction "Folk Art Culture" of the Chuvash State Institute of Culture and Arts are presented in the article. Based on the data obtained by such criteria as the level of formation of ethnonigilism, ethnic indifference, positive ethnic identity, ethno-egoism, ethno-isolationism, ethno-fanaticism, conclusions were drawn about the positive result of the study and recommendations were made for the development of ethnic self-knowledge of students in the course of studying the discipline "Theory and Methodology of ethno-cultural education".

  • Temporal'nost' politicheskogo teksta: model' analiza

    В статье предложена модель анализа темпорального содержания текста и демонстрация опыта практического применения данного метода на конкретном политически значимом тексте, в качестве которого в статье выступает одиннадцать текстов ежегодных посланий Президента РФ Федеральному собранию Российской Федерации. Для определения единиц анализа автор исходит из концепции линейного восприятия времени, характерного для христианских культур. Единицами анализа выступают глаголы, так как они чаще всего выражают действие, и своей формой и видом указывают на время этого действия и другие лексемы, указывающие на прошлое, настоящее или будущее, то есть как существительные («в прошлом», «сегодня», «в перспективе»), так и прилагательные («предшествующий», «нынешний», «дальнейший», «будущий»). Автором учитывались времена глагольной формы – прошлое, настоящее, будущее, и вид глагола (совершенный и несовершенный). Констатируется высокая степень сбалансированности текстов посланий, которая заключается в не скачкообразном, а плавном и неявном изменении темпорального содержания посланий. Это может объясняться кропотливой работой профессиональных спичрайтеров, работающих в «штабе» Президента, обеспечивающих «стабильный» имидж Президента, отражающий провозглашаемый курс политики и развития страны.

Показано, что интеграция информатики и робототехники в образовательном процессе – необходимое условие для повышения результативности учебной работы. Новизна исследовательского подхода заключается в определении цифровых образовательных технологий, используемых в преподавании информатики и образовательной робототехники.

    This article observes a new tendency in interface design called neumorphism. Having become an absolute wonder of 2020, neumorphism is eye-catching, innovative and aesthetically satisfying. The name «neumorphism» is based on two words: «neu» (new) + «skeuomorphism». Just like neumorphism today, skeuomorphism was once popularized by Apple and became a worldwide trend. Some designers refer to neumorphism as to a reincarnation of skeuomorphism but created in accordance with modern minimalistic preferences.

    Рассмотренный в статье режим таргетирования инфляции вводится для ее регулирования. Средством регулирования инфляции является политика Центрального банка по достижению стабильности цен, которая заключается в том, чтобы установить целевой показатель инфляции и достичь этого показателя с помощью инструментов денежно-кредитной политики. Замедление инфляции и достижение ожидаемого инфляционного результата могут стать позитивным шагом на пути к главной цели денежно-кредитной политики – экономическому росту.

    В публикации рассмотрен вопрос об измерении затраченных средств на привлечение пользователей на сайт с помощью математических формул. В настоящее время организациям необходимо грамотно устанавливать диапазон затрат на те или иные ресурсы. Это позволяет оставаться конкурентоспособной организацией в условиях все нарастающей потребности в завоевании внимания потенциальных пользователей. Но, помимо расчета средств для привлечения одного человека на сайт, необходимо учитывать периоды времени, в течение которых велись какие-либо изменения по затратам. Это необходимо для того, чтобы на графиках отслеживать оптимальные соотношения между критериями. При нахождении такого соотношения можно сказать, что организация работает эффективно. Следовательно, для «прозрачного» процесса привлечения пользователей необходимо четко определить критерии, по которым организация будет производить привлечение пользователей. Только так можно определить, какие критерии имеют наибольший вес и эффективны в использовании.
