The Quality of Life of the Population as the Main Indicator of the Socio-Economic Process at the Regional Level
Book ChapterDevelopment of the Russian socio-economic system: challenges and prospects- Authors:
- Vladimir N. Kruglov, Dmitrii V. Tiutin
- Work direction:
- Глава 6
- Abstract:
- The chapter examines such a fragment of socio-economic relations of the meso-level as the distribution and redistribution of income of the population depending on the fields of activity, economic situation in general, average wages of the territory and much more. The indicators of nominal and real incomes of people, their structural composition, and the impact on the growth of quality of life are taken into account. By interpreting the statistical material accumulated by the Kaluga Region over the past fifteen years in this direction, a search is underway for a more effective model (its contour) of socio-economic management at the regional level. The designated range of priority problems also includes the issue of the fight against poverty, reducing the number of people below the subsistence level. The graphic schemes created by the researchers help to decode the submitted text sufficiently and intelligibly. Intermediate conclusions, in turn, (linked to separate graphs) make it possible to polemize already in the course of reading the developments made. The increment of scientific knowledge is seen in the great generalizing power of the analysis made, which can be useful to almost any meso-level system in terms of improving the motivational policy of the real sector of the economy.

Improving the Processes of Modeling Customs Activities at the Present Stage
Book ChapterVectors of socio-economic development in Russia. Modern challenges and opportunities- Author:
- Vladimir N. Kruglov
- Work direction:
- Глава 6
- Abstract:
- In modern conditions of market economic activity, the process of integration and cooperative interaction often becomes crucial for the country to conduct an effective foreign economic policy. However, it is the very time that this trend has been subjected to numerous challenges and threats from the perspective of multiple packages of unjustified sanctions against the Russian Federation from a number of Western unfriendly states. As a result, along with threats and challenges, strengths and weaknesses of the process, new opportunities for optimizing the trade balance with foreign partners have appeared. The logistics flows of Russian trade have changed the vector of orientation from the western to the eastern sector. The algorithm of trade relations itself is changing. And one of the main parts in this restructuring mechanism is played by the apparatus of the Federal Customs Service (FCS), without whose thorough work success in this matter is simply impossible. In turn, the customs industry, in order to activate innovative management imperatives, urgently needs numerous initial assets and resources to fully ensure daily operations. This means that the role of the logistics support structure responsible for this area is immeasurably increasing. It is the activity of the latter that is the focus of the study. The author sees the improvement of the procurement model and its algorithm as a very effective opportunity. Based on the accumulated statistical information and scientific research, the forecast change in a number of procurement functions in various directions is analyzed. Specific conclusions and recommendations are given.

- Abstract:
- Developments in the field of smart education – trend in the world educational space. Smart education is the result of the evolution of the application of information and communication technologies (the first personal computers), e-learning (personal computers for working in the Internet), m-learning (laptops) and u-learning (smartphones) in education. Key elements to support smart education: mobile computing, smart electronic textbooks, and cloud computing. The model, architecture and scenario of context-dependent system-assistant for smart education, able to analyze the individual characteristics of the student, the environment, adapt their work when conditions change are presented in the article. The novelty of the approach lies in the formalization of the context model so that the context-dependent system-assistant «computes on the fly» a specific scenario taking into account the individual characteristics of users and the current educational situation. When building a content management system, it is proposed to use a model based on biologically plausible machines. Context-dependent smart system should be able to personalize the best learning style, help to choose the optimal educational trajectory. For this purpose the device of Bayesian networks and biologically plausible methods are used. Prospective developments aimed at expanding the research base of smart education are the creation of adaptive systems that support an individual approach to learning, content management systems that provide for the possibility of contextual use of educational resources repositories and provide mobility and deep personalization of educational services. In Russia, nowadays there are the necessary prerequisites for the successful implementation of the smart education system: the focus in training are educational, social, civil, professional competencies, forms and methods for the individualization of the educational trajectory change, focus on open world intellectual resources, the emphasis is shifted to self-control and self-assessment of students, to assessment the education quality by employers, professional communities.

- Abstract:
- The paper generalizes the concept of “solving a system of linear algebraic equations in order to formulate a unified approach to the analysis of incompatible, indefinite and unstable systems”. Examples of unstable systems of linear algebraic equations are considered, which solutions depend on small changes in the numerical coefficients in the equations. The reasons for the instability of linear systems and the regularization algorithm for finding the solution of any system of linear algebraic equations are discussed. As the author notes, the Tikhonov regulatory algorithm is the most popular and practically convenient for solving unstable SLAES.
