    Местный бюджет формируется за счет вышестоящих уровней, что отрицательно сказывается на самом местном бюджете, а именно на том, что у местного самоуправления отпадает какое-либо желание расширять собственную доходную базу бюджетов. Регулирование обязательств между тремя уровнями бюджетной системы на основании разделения налоговых поступлений рассматривается посредством следующих методов исследования: аналитический, графический, статистический, сравнительный анализ. Результатом исследования является разработка практических рекомендаций по решению проблем дотационности местного бюджета и планирования долгосрочных инвестиций.

Благодаря использованию платформы блокчейн возможно снижение транзакционных издержек, которые сопутствуют всему циклу экономических сделок.

    Abstract:
    В статье рассматривается тема формирования профессионала в изменившихся условиях современности. Четвертая промышленная революция, в которую вступило человечество, стремительно меняет мир вокруг нас: невиданные прежде разработки и достижения – искусственный интеллект, робототехника, большие данные и Интернет вещей, – несомненно, будут влиять на экономику и человеческий труд. При этом интеллектуальный труд в XXI веке подвергнется не меньшему воздействию, чем ручной труд, который навсегда изменился в результате промышленной революции XIX века. Да и сама система высшего образования за последние двадцать лет подвергается кардинальным изменениям – бóльшим, чем за предыдущее тысячелетие, ведь, если в парадигмах образования 1.0, 2.0 и даже в значительной степени 3.0 студенты были в основном потребителями информационных ресурсов, которые предоставлялись им для поглощения и присвоения в виде знаний, новая образовательная парадигма 4.0 основывается на активной роли студентов в процессе обучения и формировании их новой функции – со-трудников, со-зидателей нового знания. То есть их профессиональные личности должны формироваться не только и не столько преподавателями, сколько в процессе совместной учебной деятельности высококвалифицированных профессионалов сегодняшних и высокомотивированных профессионалов завтрашних. Новый мир, основанный на эффективной межкультурной коммуникации в цифровой среде, нуждается в профессионалах нового типа, и вузам всего мира нужно срочно понять, как именно можно этого добиться.

    В статье рассматривается важная роль языковой догадки на основе словообразования в процессе обучения студентов чтению текстов технической направленности на иностранном языке. Даётся характеристика понятия «словообразовательная модель». Внимание акцентируется на том, что опора на словообразовательную модель слова является одним из значимых приемов в современной методике. Представлены особенности словообразовательной системы французского языка, используемого в работе в качестве практического демонстрационного материала. Предлагаются некоторые методологические приёмы формирования умения языковой догадки на основе одной из французских словообразовательных моделей при помощи суффиксации.

    В статье рассматриваются возможности школьного музея в деле патриотического воспитания детей и подростков с ограниченными возможностями здоровья, в частности с задержкой психического развития. Исследователями выделена краткая характеристика психологических особенностей учащихся с ЗПР, основанная на трудах отечественных педагогов-дефектологов. Далее рассмотрены методические основы подготовки и проведения в школьном музее выставки, посвященной 75-летию Победы в Великой Отечественной войне. Особое внимание авторы статьи уделяют специфике организации экскурсии для учащихся с особыми образовательными потребностями с учетом уровня развития их познавательных процессов: памяти, внимания, мышления, речи и др.

    При переводе зарубежного произведения переводчик часто встречает слова, которые не имеют эквивалента в языке перевода, – безэквивалентную лексику. При переводе подобных единиц встает вопрос не только способа передачи конкретного слова, но и вопрос сохранения его образности и оригинальности, именно поэтому переводчик не может игнорировать данную лексику, ведь именно она может нести важную информацию, которая необходима для более полного понимания произведения. В статье рассмотрены возможные способы перевода безэквивалентной лексики на примере произведения Дж.К. Роулинг «Фантастические звери и места их обитания». Так, целью исследования является анализ механизмов сохранения образности при переводе безэквивалентной лексики в книге «Фантастические звери и места их обитания». Для достижения поставленной цели были использованы следующие методы исследования: анализ, систематизация и обобщение исследуемого материала. Объектом исследования выступает безэквивалентная лексика, использованная в произведении Джоан Роулинг. В результате анализа двух вариантов перевода произведения Дж.К. Роулинг «Фантастические звери и места их обитания» было выявлено, что перевод безэквивалентной лексики возможен, и для этого существуют такие способы, как транслитерация, калькирование, описательный и приближенный перевод.

    Abstract:
    The chapter analyzes the needs of the modern labour market for highly qualified professionals with a highly developed professional communicative personality, and the possibility of forming the professional personality based on at least two communicative competencies developed on the basis of the native and foreign languages. Based on the study, the author has identified significant characteristics of the digital environment in relation to the goals of heterogeneous and autonomous learning, relevant for both distance and open learning, their positive impact on the effectiveness of the educational process and its results, coming to a conclusion of the importance of the digital environment for the gradual transformation of “pedagogy of teaching” into “pedagogy of opportunity” (R. Arnold, 1993). Based on the conducted analysis of previous definitions, the author offers and justifies her own definition of “professional personality” and sets out her own concept of the linguistic personality, which combines the concept of a linguistic personality developed by Yury Karaulov and the concept of a secondary linguistic personality developed by Irina Khaleyeva, as well as the hypothesis proposed by Lyubov Yarotskaya. The work emphasizes the importance of introducing ICTs and hypermedia into foreign language teaching programmes for an effective formation of communicative competencies and the importance of the hypertext environment as a whole for solving urgent educational problems in the new educational paradigm.

    Abstract:
    The authors outline that it is necessary to solve such a complex and large-scale problem as the growth of deviations among the younger generation. Also the authors point out the lack of methodological continuity in approaches implemented in the processes of education and upbringing. It is found out that educational models and upbringing models are realized as processes that are not connected to each other, which significantly reduces the effectiveness of the educational process and does not fully take into account all the psychological and pedagogical aspects of the implementation of educational programs. The aim of the work is to establish causal relationships between the development of universal learning activities and the education of a cultural personality, necessary for the harmonious development of adolescents. A number of conceptual models (schemes) that reflect the basic concepts of these processes and the conceptual modeling method were used in order to achieve the aim. The results of the work are the following: presentation of a scenario model of the process of implementing universal learning actions (ULA) and identification of areas of application of efforts of teachers and psychologists in the implementation of adolescents’ deviant behavior correction using methods of art education and cultural studies. The authors make the main conclusion that educational and creative tasks play a system-forming role in the implementation of the ULA, and the methods of art education and cultural studies are an effective tool for correcting deviant behavior.

    Abstract:
    The scientific work includes wide theoretical and practical material about the study of necessity to use and teach students-future interpreters how to emphasize and neutralize connotations during fiction translation. Use of fiction as translation teaching aids is substantiated from the point of view of possible worlds theory and mental space of a language. Frequently used lexical, stylistics and combinatory transformations are recognized in translation of connotations from English into Russian on the example of the novel “Harry Potter and the Order of the Phoenix” by J.K. Rowling. The scientific work deals with the study of using different transformations due to which there is an effect of emphasizing and neutralizing. Difficulties of connotation translation are observed and ways to overcome the difficulties are given.

  • Regional Educational Space and the Regional Education System: the Relationship of Concepts

    Abstract:
    The article deals with the study of regional characteristics of education. The purpose of the research is to clarify the categories of “regional educational space” and “regional system of education”, as well as to determine their relationship. The main research method is the analysis of scientific and pedagogical literature on the problem. The author proposes to consider pedagogical regionalology as a scientific and theoretical basis for a comprehensive study of the education of the regions. Pedagogical regionology is presented as a direction integrating pedagogical, socio-philosophical and socio-psychological, geographical, historical, socio-economic aspects of studying the system of education. The definitions of the concepts “regional educational space” and “regional education system” are clarified, their interconnections and correlations are revealed. Тhe author concludes that these concepts are close and related, but not identical. The regional educational space is widely considered as the totality of all natural, socio-economic characteristics of the territory in their relationship with education. The regional system of education is presented as a component of the educational space of the region, which has a regulatory status and institutional organization. The structure of the regional system of education is presented from the standpoint of a functional approach. It is concluded that the socio-economic characteristics of the region affect the regional system of education, and education system, in turn, changes the territorial organization of public life.

  • Methodological Typology of Grammar Content of German as a Minor Language With English as a Major Language

    Abstract:
    The article under consideration addresses problems of teaching grammar (with German as a minor language and English as a major language) in modern Russian schools. Method of research. In order to solve the problems, the authors propose a methodological typology of the content of teaching grammar in 5th grade with English as a major language on the basis of training and methodology complex “Horisonte”, taking into account the difficulties in mastering grammatical material. This typology was created using the following methods: analysis (during looking for the content), synthesis (at the stage of creating a grammatical typology of the German based on English) and forming of hypotheses (in results of the research). Result of the research. As a result of grammatical typology, the grammatical units for the 5th grade in “Spotlight” Student’s book are divided into three unequal groups. This fact simplifies the perception of the material by pupils during the intensification of the educational process and helps to build the educational process so that both languages studied by pupils are mastered at the proper level and using an intercultural approach. Conclusions. The importance of the research lies in forming system of German as a minor language for learning it in Russian schools and in the even distribution of power and time while teaching German as a minor language.
