    Abstract:
    : the instability of the current macroeconomic environment necessitates the development of specific approaches to managing the regional socioeconomic system, which highlights the importance of identifying its characteristics, conditions of formation, and development. The study used a methodological approach based on system analysis to reveal the essence of the regional socio-economic system. Methods of analysis, synthesis, and scientific abstraction were applied to determine the qualitative characteristics and formulate the author's definitions of the concepts under study. It was concluded that the most important systemic quality of the regional socio-economic system is its resilience, which allows it to adapt to changes and lay the foundation for its further development and the development of the macro-system as a whole. In order to achieve sustainable development of the Russian Federation, it is necessary to effectively use internal resources and involve innovative technologies in the reproduction process, in accordance with the trends of global economic development.

    Abstract:
    The article presents an original concept of fractal connection between a leader's personal potential (T-circuit) and professional leadership competencies (L-circuit). It is demonstrated that gaps in life spheres automatically block the development of corresponding competencies. A dual-circuit diagnostic model is proposed with an original structure of 8 spheres × 3 sub-spheres (T-circuit) and 8 competencies × 3 sub-spheres (L-circuit), assessed through a system of original indices: T-Vitality, L-Vitality, T-Balance, L-Balance, and the meta-index LTI. The methodology is part of the original human potential development program "Path to Self-Realization." It is based on a study of 135 CEO-2 level executives and demonstrates the practical applicability of the "inside-out" development strategy.

    Abstract:
    In the 21st century, mobile phones have become an integral part of human interaction with the digital environment. The development of Android and iOS has led to the emergence of two main approaches to mobile software development: native and cross-platform. Each has its own characteristics that determine development speed, performance, and the quality of user experience. The choice of approach determines not only companies' costs but also the ability of services to meet user requirements. The purpose of this article is to examine native and cross-platform development, identify their advantages and disadvantages, and assess the impact of the chosen approach on the long-term support of mobile applications.

    This section presents the results of studies of indicators of physical fitness and morphofunctional development of first-year female students of the Samara Agrarian University in dynamics from 2015 to 2025. It was found that in first-year students over a ten-year period, there was a deterioration in the results of six types of tests out of seven, except for the lifting of the trunk from a lying position on the floor, hands behind the head, where the result did not change. The girls showed a significant (p<0.05) decrease in their overall physical fitness by 12.4% over the course of ten years. It was found that an increase in physical development was accompanied by a decrease in physical fitness among the students. Over the course of ten years, the right and left hand's grip strength decreased by 12.4% and 10.4%, respectively, indicating a decrease in the relative strength of the hand muscles. The results of the back dynamometry correspond to the value of 51.3±4.7 kg, which is also lower than the average values for this category of subjects. The indicators of central hemodynamics, such as heart rate, double product (Robinson index), pulse pressure, circulation efficiency coefficient, and endurance coefficient, indicate a weakening of the cardiovascular system in female students both ten years ago and today, and the situation has remained almost unchanged over the decade of our observations. The indicators of central hemodynamics once again demonstrate the lack of physical activity and hypodynamia among first-year students, both ten years ago and today. First-year students are advised to urgently reconsider their attitude towards physical exercise and pay more attention to developing their basic motor skills in their leisure activities, increasing their weekly physical activity to 8–10 hours.

    The chapter is devoted to the analysis of modern sources on the topic of the influence of humor on the social well-being of adolescents in a transforming society. The authors describes the key issues that have been raised in order to identify areas of the topic that remain poorly understood and unexplored. The article concludes with a description of the conclusions from the practical work of a school psychologist, which were formulated in the course of monitoring adolescents. The observation is aimed at identifying the main features of the manifestation of humor at this age in the process of educational activities and communication among peers.

  • Mental states as predictors of cognitive development in students: an empirical study

    The study of the influence of mental states on cognitive development is an important area of modern psychology, particularly in the context of the student environment, where cognitive functions play a key role in academic success. This review examines the theoretical approaches of Russian and international psychologists who have contributed to our understanding of the relationship between mental states and cognitive development. An empirical study is presented. The following psychodiagnostic tools were used in the study: the Correction Test (Bourdon test); Schulte tables; «Memorization of 10 words» (A.R. Luria); the «Relief of Mental State» test by A.O. Prokhorov; a technique for determining speed of thinking; and a technique for studying visual-figurative thinking edited by I.I. Cheremiskina. Regression analysis revealed statistically significant relationships between mental state indicators and cognitive process indicators. The results of the study provide an empirical basis for the development and implementation of scientifically based programs and activities aimed at optimizing the process of adaptation of junior students to the conditions of study at the university.

    The article discusses the current problem of assessing the potential of self-development and self-education competencies of students in pedagogical specialties as key factors in their professional development. It is revealed that the formation of these competencies is a necessary condition for the successful training of highly qualified pedagogical personnel who meet the requirements of the modern education market. The purpose of the study was to identify the key components of self-development and self-education potential, as well as to analyze existing approaches to their assessment in the context of the Russian and international educational environment. To achieve this goal, the authors used methods of scientific literature analysis, comparative analysis of pedagogical practices, and educational standards. The article provides an analysis of the phenomena of self-education and self-development as factors of professional development, an overview of assessment methods, identification of problems in university practice, and suggestions for improving educational programs and diagnostic tools. The practical significance of the study lies in the development of theoretical foundations and practical recommendations for assessing and forming self-education and self-development competencies, which contributes to improving the quality of training highly qualified pedagogical personnel in Russia and foreign countries.

    The relevance of this study is substantiated by the high social and personal significance of sports and patriotic education and insufficient development of this topic. The definition of the cognitive component as it applies to sports and patriotic education of adolescents is given. The chapter demonstrates the importance of this component as a basis for the formation of motivational and value attitudes in students. The results of a diagnostic study of the level of patriotic qualities in adolescents related to the cognitive component are presented. A range of topics that can form the content of the cognitive component of sports and patriotic education has been determined; the main forms of education and training corresponding to these topics have been selected. It is clarified that, taken in isolation, the indexes reflecting the development of patriotic qualities in an individual based on the cognitive component are insufficient for determining the overall level of patriotism and should be supplemented by data obtained through testing the level of patriotic qualities based on axiological and activity-based criteria.

    The chapter discusses the issues of effective management of the social sphere (projects) at the federal and regional levels. The study presents both empirical and theoretical approaches. Based on a sociological survey conducted in the Nizhny Novgorod region, conclusions have been drawn about the insufficient activation of a number of tools in this area. Adaptive measures are proposed for the existing management model, taking into account the similarity and peculiarities of the socio-economic systems of the subjects of economic activity of the Russian Federation. Among the main areas requiring adjustment are the problem of the personnel shortage of "innovative" type managers, the lack of an integrated approach in software, the imperfection of current legislation (in terms of effective software support for projects), as well as the bias and low efficiency of the tax base. Without improving these aspects, stable economic growth in key areas is unlikely: demography, healthcare, education, and the quality of life of the population. The author sees the solution to these problems primarily in the improvement of the existing program-target method in Russia, which is proposed to be used as a key tool for updating the social system.

    For the vast majority of businesses, uninterrupted access to borrowed financial resources is a crucial prerequisite not only for stable operations but also for continued growth. However, in modern Russia, business lending faces a complex set of serious challenges. One of the most pressing issues is the high cost of borrowed funds, which significantly increases the financial burden on businesses. Furthermore, lending institutions impose strict requirements on potential borrowers: mandatory collateral, transparent financial reporting, and a proven track record of successful business management. The situation is further complicated by the country's overall economic instability and unpredictable exchange rate fluctuations, which together create additional pressure on business lending. This study examines the development of business lending in Russia from 2021 to September 2025. The results indicate a decline in loan volumes in 2024–2025 and an increase in interest rates. However, existing prospects, such as lower interest rates, the development of alternative financing sources, government support, and the digitalization of financial services, could significantly improve the situation.

Special attention is given to financial regulation mechanisms, risks, and constraints hindering balanced regional development. The chapter proposes ways to improve financial policy to enhance the resilience and balance of regional growth, as well as the integration of innovative financial instruments into regional financial management. A systemic approach is employed, combining material, procedural, and managerial components of financial support. Strategic objectives and mechanisms for their realization are analyzed to increase financial support effectiveness.
