    The strategic resource of the state-civilization should be tightly coupled with the main functions of the state, primarily with its security, which directly depends on the life support system of its citizens. To do this, it is necessary that the assessment of the effectiveness of the raw materials and industrial sectors of the economy, as well as government actions to reform them, be carried out mainly on the contribution of these sectors to the development of the health and education of the nation, to an active demographic policy, to comprehensive support for the younger generation, to the development of national entrepreneurship, and the preservation of the potential of the natural environment. It is in these areas that the lion's share of rental income and income from the economic exploitation of state property should be directed.

    Abstract:
    Formation of human resources potential is an important task at the current stage of economic development of Russia. Digitalization of the economy gives rise to problems, including the risk of reduced employment stability (due to the fact that artificial intelligence replaces human resources and reduces the number of jobs) and the need to retrain specialists both within the region and their migration to areas with a shortage of labor resources. The difference between supply and demand in the labor market is explained by many factors. This may be a national problem – an excess of graduates in humanities and social sciences, which leads to a situation where candidates are forced to look for work unrelated to their education. Or these may be regional reasons. This problem can be reduced by the sphere of additional education, which allows retraining and developing the necessary competencies for applicants. Identification of the complex effect of the influence of various factors on the successful employment of citizens; is a time-consuming, complexly structured scientific task, for which it is proposed to use cognitive modeling. Based on the constructed model, scenarios for the development of labor resources are determined, taking into account regional peculiarities; assessment of the needs of the region in training and retraining of personnel. Their analysis and selection of the most promising scenarios from the standpoint of minimizing the costs of retraining citizens, as well as the constructed functional models of the procedure for selecting candidates among unemployed citizens for additional training (a model reflecting the current state of the research object and models reflecting possible scenarios for the development of the research object) can become the basis for developing a methodology for selecting candidates for additional training for a program that meets the needs of the citizen and the existing offers in the region.

    The results of the application of ecosystem connectivity in research on the management of infrastructure projects in the transport sector are presented based on management theories and energy management theories. Given the understanding of the project ecosystem, its tasks are defined within the framework of different approaches to understanding the project life cycle. The purpose of the study is to determine the list of economic subjects of the project (stakeholders) and factors influencing the economic efficiency of infrastructure projects in the transport industry. The results obtained have scientific novelty and can be used to enrich the theory of project management, as well as practical significance for organizations – project developers and other interested parties.

    The chapter examines the issues of supply-side economics development based on an ecosystem approach and in the context of sectoral development. The reasons for the initiation of the national supply economy model as the best model of economic development in the new economic reality are revealed. The issues of supply theory are touched upon, the essence and experience of applying the supply-side economics model are considered. The differences between the classical model of the supply economy and the emerging model of the national supply economy are determined. The conditions of the contour of the new supply-side economy model corresponding to technological and economic transformations in the country are systematized. Attention is focused on the sectoral construct of the supply-side economics model in industry. Proven and proven mechanisms of digital platforms and ecosystems are proposed. The characteristics of the industry platform ecosystem with the selection of digital services corresponding to the tasks of production development as the basis of the supply economy are given.

Examples of domestic banks developing their own ecosystems are given, and services are offered to enhance the functionality of Sberbank's mobile application.     В статье рассматривается закупка товарно-материальных ценностей (ТМЦ), которая является основой любой организации. Основная цель закупки заключается в обеспечении организации товарно-материальными ценностями необходимого количества и качества в требуемые сроки с наименьшими затратами и оптимальными запасами. Как правило, под ТМЦ понимают сырье и материалы, покупные полуфабрикаты, комплектующие, оборудование и запасные части к нему, хозяйственные и канцелярские товары, топливо и энергию, упаковку и многое другое. Актуальность темы: на сегодняшний день в результате роста масштабности и сложности ИТ-систем, роста их стоимости и рисков в проектах их создания и внедрения, а также перехода к процессному подходу, интегрирующему деятельность, рост требований к эффективности инвестиций в ИТ, использование архитектурного подхода на предприятии является средством снижения рисков и увеличения отдачи от инвестиций в ИТ. Данный подход четко определяет структуру как существующих, так и будущих ИТ-систем, что приводит к снижению их сложности. Наличие ясной стратегии будущих закупок, выбора поставщиков технологий и планируемых изменений позволяет упростить и ускорить все процессы, связанные с закупками, при одновременном обеспечении совместимости и взаимодействия компонентов ИТ-систем организации. Цель исследования: исследовать и разработать проектные решения по совершенствованию бизнес-процесса «Закупка ТМЦ» на примере предприятия ПАО «Ашинский металлургический завод». Объект исследования: Бизнес-процесс «Закупка ТМЦ». Предмет исследования: методы и инструменты исследования и разработки проектных решений по совершенствованию бизнес-процесса «Закупка ТМЦ».

    The chapter discusses current problems of dual education for students of higher educational institutions in modern conditions. The dual education system, combining theoretical training at universities with practical training at enterprises, is one of the most effective ways to train specialists. However, despite the obvious advantages, the implementation of a dual system faces a number of difficulties and challenges. The study analyzed the main problems, such as insufficient interaction between educational institutions and business, limited funding, insufficient motivation of students and teachers, as well as regulatory and organizational obstacles. Particular attention is paid to analyzing the current state of dual training, as well as offering recommendations for improving this system.

    The Higher Pedagogical School is focused on the formation of students' ability and readiness for continuing education, professional and personal self-development and self-education, necessary in an era of intense social, economic, political and technological dynamics of change. The purpose of this article is to identify the current directions of development of the Russian system of higher pedagogical education in new socio-economic and socio-political conditions. The article considers the following areas of development of higher pedagogical schools: the transition to a unique national system of higher education; the creation of new models for evaluating the results of higher pedagogical education; the introduction of the "Core of higher pedagogical education" taking into account an interdisciplinary approach; the creation of a system of interregional pedagogical districts based on pedagogical universities. The article notes that the creation of a new national system of higher education gives Russian pedagogical education a more modern, competitive and qualitative character, thereby contributing to improving the professional training of future teachers and creating conditions for the implementation of trajectories of continuous pedagogical education. The article uses a theoretical method in the form of analysis of sources, as well as synthesis based on them. It is concluded that the key factor in the development of the higher education system and ensuring its high quality should be a harmonious combination of basic knowledge and practical training of students.

    The article discusses some aspects of the development of functional literacy of students in computer science lessons. The author reveals the essence and content of functional literacy, the main components of functional literacy, and the signs of a functionally literate person. A solution to the problem of developing students' functional literacy within the framework of the implementation of the updated Federal State Educational Standard is proposed through the use of teaching methods and techniques, forms, tools, techniques and tasks aimed at developing students' functional literacy. This approach is possible when teaching computer science, since computer science is one of the subjects in which functional literacy can be most effectively developed. In computer science lessons, it is possible to use elements of a large number of educational technologies that make it possible to successfully develop the functional literacy of a future graduate who is able to adapt to the changing conditions of modern life. The purpose of the study is to identify opportunities for developing functional literacy of students in computer science lessons. The methodological basis of the article is a complex of general scientific, paradigmatic and instrumental approaches. The results obtained can be used as a resource for expanding the factual base in the application of various teaching methods for the development of functional literacy of students.

    Альтернативной моделью обучения, которая из-за социальной реальности, созданной продолжающейся пандемией COVID-19, набирает все большую популярность в мировом образовательном сообществе, является так называемый «перевернутый класс». На современном этапе развития образования отмечается возросшая вовлеченность учащихся, развитие позитивного отношения к обучению, контроль темпов обучения, самостоятельность в управлении временем, необходимым для учебы, и относительное улучшение успеваемости школьников. В то же время возникло несколько проблем. Проводимые мониторинги выявляют недостаточный уровень сформированности функциональной математической грамотности учеников начальной школы, что определяет необходимость использования элементов модели «перевернутый класс» для улучшения данного показателя.
