Social autonomy in the Tuvan ethnic group (experimental approach of social assessment of small communities)

- In the work on the Tuvan material, the problem of loneliness is considered. The purpose of the study is to identify the social aspects of social autonomy. The study sets the task of determining the social prerequisites for social autonomy in the context of the role of the family as a small social group and its social function in the formation of the social inclusion of the individual with the subsequent formation of their own social relationships, family guidelines and family constructs. The research task is to determine the specifics, degree and nature of the manifestation of social autonomy in the context of the Tuvan ethnos as an example of a national community that has its own social history, specific traditional values, special national cults of the family, children, specific understanding of the social roles of family members. As a result of the data obtained, statistical estimates were made of the dependence of the main variables that contribute to loneliness or vice versa – reduce its risks. When studying the correlation estimates of the causes of loneliness in the choice of respondents and their answers to the question about the closest social circle, it can be seen that in the absence of their own family, respondents often see the causes of loneliness in the absence of a favorite thing or in the person himself, while the presence of a family forms for the respondents the sphere of employment and encourages them to be as involved as possible in the issues of family and children, thereby leveling all possible causes of feeling of loneliness. The study allows us to draw a conclusion about the importance of one's own family and children in the Tuvan ethnic group. The presence of a generic, cultural, historical understanding of the family, children in the lives of the respondents reflects the social orientation and social focus on the presence of this particular social field as defining for the majority of the respondents.

- Domestic education in the period of "enlightened absolutism" made a significant step forward. By the time of Catherine II's accession to the tsarist throne, education expenses amounted to only 0.15% of the state budget. By 1794, 1.28% was already allocated for education in the country, and 9% was spent on the maintenance of the Empress's court. At the end of the XVIII century, there were about 550 different educational institutions in the Russian Empire, in which up to 62,000 students studied. Among them there were about 400 public schools, over 60 theological seminaries and about 60 class-closed educational institutions.

- The study presents the result of a pedagogical experiment conducted on the basis of a school and the analysis of empirical data obtained during its implementation. During the pedagogical experiment, the testing method was used – this is a psychological verbal-communicative method in which a specially designed list of questions test is used as a means to collect information from the respondent. The paper presents the result of mathematical processing of empirical data obtained during the pedagogical experiment using the Mann-Whitney U-test. Separately, it is noted that the relevance of information socialization of youth is determined by the complexity of the modern Russian social situation.

- The article considers the intelligent automation of decision-making and management procedures that is being implemented in many areas of socio-economic practice, including financial and credit business processes, in trade and e-commerce (customer profiling, marketing micro-targeting), telecommunications, industry (technological control, robotics, neurocontrol, strategic planning and forecasting), intelligent automation also came to business management, to public administration. It is claimed that automation of personnel management is expanding (monitoring compliance with requirements, profiling and assessing KPIs, predicting conflicts and violations), unmanned vehicles and other neural network automation are used in medicine, the transport industry and agriculture; smart technologies come to education (in Moscow, a system of predictive analytics of the digital footprint of students is being tested to optimize and target educational services, help orientate in the future profession). The use of cognitive technologies in the creation of expert, advisory systems, decision support systems provides not only convenience and savings in time and effort, but gives rise to a variety of organizational, economic, ethical, social problems, giving rise to new risks. This study provides an overview of intelligent technologies that are used in social management, threats associated with the practical use of intelligent automation tools and decision support, ways and measures to reduce some of the risks associated with these threats.

- The purpose of the study is to provide a methodological basis for the development and application of an innovative general pedagogical technology (called by the authors SRH-technology) of organizing the pedagogical process at a university, aimed at increasing the effectiveness of teaching bachelors through the use of innovative forms – research studies, networking with the work of students in reading groups, hackathon and foresight sessions aimed at developing hard-skills and soft-skills among undergraduate students. The scientific novelty of the research lies in the development of an innovative general pedagogical technology for teaching undergraduate students (called by the authors SRH-technology), based on a combination of personality-oriented, activity-based and systemic approaches. As a result, the effectiveness of the use of SRH technology in the educational process has been proved, and the main recommendations for the effective organization of work with students in the framework of the listed forms of classes are given.

- The paper considers the methodology of individualization of training based on adaptive testing of network electronic educational and methodological complexes in two closely interrelated levels – the methodology of designing, developing adaptive tools and the methodology of their application in teaching university students. The design of an adaptive network electronic educational and methodological complex – a universal educational resource that is able to support the learning process at all its stages-contains three consecutive stages (levels) – didactic, logical and physical, each of which has a content component of the developer's activity that determines the requirements for the structure and content of the created course. The methodological approaches to the use of an adaptive network course in the educational process are different for teachers and students. As criteria for evaluating the effectiveness of learning content assimilation in the information and communication educational environment of the university, the following are defined: transient process time response, which a student spends for learning of fixed stream of input information until prepared for the testing (E.A. Solodova's adaptive learning mathematical model); the level of assimilation of the information received, defined in tests and evaluated in a 100-point scale (as the condition of completeness of the educational process, according to V.P. Bespalko).

- The author emphasizes that ongoing global changes in society, new directions of sociocultural development have led to the necessity of making changes in requirements of the quality of education on every level. It is noted that these new requirements imply not only pupils’ subject knowledge development but also their metasubject and personal competence formation. Educational institutions faced difficulties while establishing educational process in accordance with the introduced state directions. The author comes to the conclusion that in search of the solution, educational institutions started to form networks and communities that let integrate both resources and abilities to succeed in fulfilling of the tasks given by the government. The concept of a “service state” is considered; principles of service activities of educational institutions are defined; client focus of educational institutions is reviewed; the main provisions of the network interaction of educational institutions are presented; regulatory acts, projects in which the network interaction in the field of education is fixed are analyzed; an independent assessment of the quality of education is given; educational institutions that occupy leading places in the opinion of service consumers about network interaction, taking into account the focus on the need of direct service consumers are considered. In the course of the study, the following methods were used: analysis and synthesis, comparison, interviewing. The result of the study was a network interaction project taking into account the focus on service by the Humanitarian Lyceum in Tomsk and Tomsk State University.

- Developments in the field of smart education – trend in the world educational space. Smart education is the result of the evolution of the application of information and communication technologies (the first personal computers), e-learning (personal computers for working in the Internet), m-learning (laptops) and u-learning (smartphones) in education. Key elements to support smart education: mobile computing, smart electronic textbooks, and cloud computing. The model, architecture and scenario of context-dependent system-assistant for smart education, able to analyze the individual characteristics of the student, the environment, adapt their work when conditions change are presented in the article. The novelty of the approach lies in the formalization of the context model so that the context-dependent system-assistant «computes on the fly» a specific scenario taking into account the individual characteristics of users and the current educational situation. When building a content management system, it is proposed to use a model based on biologically plausible machines. Context-dependent smart system should be able to personalize the best learning style, help to choose the optimal educational trajectory. For this purpose the device of Bayesian networks and biologically plausible methods are used. Prospective developments aimed at expanding the research base of smart education are the creation of adaptive systems that support an individual approach to learning, content management systems that provide for the possibility of contextual use of educational resources repositories and provide mobility and deep personalization of educational services. In Russia, nowadays there are the necessary prerequisites for the successful implementation of the smart education system: the focus in training are educational, social, civil, professional competencies, forms and methods for the individualization of the educational trajectory change, focus on open world intellectual resources, the emphasis is shifted to self-control and self-assessment of students, to assessment the education quality by employers, professional communities.

- Original technology of monitoring network packets circulating within local network is described in the article. Technology is based on the dedicated workstation, operating in MS-DOS and getting all available packets. Aggregated data are transmitted to the nearest Windows-PC through serial-connection. Monitoring program on this PC is able to trace infected computers and disconnect them from the local network. This function works due to the Cisco switchboard. The book provides complete information about methods and means of monitoring as well as the description of the pilot version of the program. Technology is exercised as the pilot project in CEMI RAS in 2000 and is successfully used since 2006. The maximum number of users exceeded 200 PCs and servers. The author is awarded the title «Doctor of Philosophy» by EAI (Brussel) for his in-field research in 2003. Monography is recommended to publication by the FSBIS academic Council CEMI RAS.

- Present work describes the original technology of anti-virus products provision to the user’s team of the scientific unit on the example of the Federal state budgetary institution of science of the Central Economics and Mathematics Institute of the Russian Academy of Sciences and the well-known domestic antivirus agent Doctor Web. The technology is based on a separate Antivirus server and a number of software tools developed by the author. Among the users there are PCs of the global Internet, internal network, including their separate segments, as well as users of the DialUp segment. This technology was implemented in CEMI RAS since 2003 and has been successfully operated for more than 15 years. The maximum number of users exceeded 200 PCs and servers. The monograph was approved for publication by the Academic board of the Federal state budgetary institution of science of the Central Economics and Mathematics Institute of the Russian Academy of Sciences.
