    The choice of the research topic is due to the steady growth of public interest in mixed martial arts (MMA), the development of the fitness industry, and the promotion of a healthy lifestyle in the Russian Federation. A comprehensive and economically sound business model has been developed for the “Molot MMA” martial arts club in Krasnodar. The article analyzes the theoretical foundations of business planning in the field of physical culture and sports, examines approaches to developing strategies for sports organizations, and explores their financial, economic, and legal aspects. The regional sports services market was analyzed, the competitive environment, advantages, and potential growth points of the “Molot MMA” club were assessed. A marketing plan was developed, including positioning, pricing, promotion tools, and customer loyalty measures. A financial plan was created, including initial investments, revenue and expense projections, profitability indicators, and the project's payback period. The project's risks were analyzed, and measures were proposed to minimize them.

    Abstract:
    The need to ensure Russia's technological independence and competitiveness in the context of geopolitical struggle and sanctions pressure necessitates the implementation of a well-grounded state scientific and technical policy based on the lessons of past experience. In this regard, the generalization of the Soviet experience in managing the «science–technology–production» system, accumulated during the scientific and technological revolution (since the mid1950s) – a testing ground for which was the Ural region – deserves special attention. The regionalization of scientific and technological progress actualized the formation of a regional component within the national scientific and technical policy. The aim of the study is to examine the experience of constructing a mechanism for implementing this policy in the late Soviet period, using the Urals as a case study. The authors offer their own interpretation of the problem based on the concept of regional development, with an emphasis on analyzing the reproduction of innovations and technological progress. The research employs problem-chronological, systemic, interdisciplinary methods, as well as the method of periodization.

    Abstract:
    The relevance of the topic of the chapter is determined by the lack of alternatives to the proposed approach in the implementation of national projects, as well as the need for continuous improvement of the software for this process. Today, socio-economic development programs for territories are being implemented in a comprehensive manner as part of a number of national priority projects, which significantly improve the quality of life for the local population and enhance environmental and other system-determining factors. The research methods used in this chapter include analysis, synthesis, deduction, induction, abduction, and classification. A multifactorial analysis allowed us to assess the current «bottlenecks» and the prospects for their possible resolution with a sufficient degree of objectivity. The subject of the study was the search for «bottlenecks» in the project’s software, using the indicators of the Chelyabinsk Region as an example.

    Abstract:
    Статья посвящена вопросу особенностей организации товароснабжения магазинов спортивного питания в Российской Федерации. Рассматривается структура поставщиков, включая федеральных и региональных дистрибьюторов, производителей биологически активных добавок, напитков и функциональных перекусов, а также роль логистических операторов в обеспечении стабильного ассортимента. Анализируются проблемы, связанные с волнообразностью спроса, несоответствием графиков поставок и ограничениями в северных регионах, что приводит к дисбалансу товарных запасов и увеличению издержек хранения. Отдельное внимание уделено динамике развития рынка и росту импорта спортивного питания, в частности поступлению продукции из Китая, США и европейских стран. Предложены решения по повышению эффективности товароснабжения, включающие цифровое прогнозирование спроса и координацию поставок, что обеспечивает адаптацию системы к колебаниям спроса и снижает логистические риски.

Делается вывод о необходимости нормативного уточнения статуса и функций институтов развития, перехода к устойчивым моделям финансирования и включения их деятельности в результативно-ориентированные системы оценки.

    Abstract:
    This chapter presents the results of a study on the dynamics of agricultural development in the regions of the Central Federal District (CFD) over the period 2010–2024. It was found that the observed growth in gross agricultural output and the increase in production volumes of certain types of agricultural products were shaped by multidirectional structural shifts. Against the backdrop of minor negative changes in the structure of sown areas and livestock populations, a sustained positive trend in increasing the productivity of crops and animals was identified as a compensatory factor. The value of gross output per hectare of agricultural land was selected as an integral indicator of the level of agricultural development in the regions. A ranking of the CFD subjects based on this indicator recorded positive dynamics, expressed in the transition of several regions from the category of low development level to groups with medium and high development levels. As of the end of 2024, 8 regions were classified in the high development level group, and another 8 regions in the medium level group. Only one region remained in the low development level group; however, it possesses potential for further growth provided that the authorities implement an effective structural policy aimed at strengthening food security through state support mechanisms.

    The chapter examines the mechanisms by which external rating management influences the development of regional energy supply systems in Russia. The author explores the theoretical foundations of rating management as a complex of organizational, information-analytical, and communicative measures aimed at interaction with independent rating institutions. A structural characterization of regional energy systems is provided, along with an analysis of the mechanisms governing their interaction with the external rating management framework through a closed-loop feedback cycle. Five principal mechanisms of rating management are identified and examined: informational, regulatory-legal, economic, organizational-managerial, and socio-psychological. Specific cases illustrating the impact of regional investment ratings, sectoral performance ratings of energy companies, credit ratings, international certification, and public monitoring on the development of regional energy systems are considered. The findings confirm that the combined effect of diverse rating management mechanisms creates a conducive environment for the advancement of regional energy systems and the enhancement of their operational efficiency.

    In the theoretical part of the chapter, the basic concepts of program-targeted management of socio-economic processes of territorial development are given and developed. The epistemological roots of the emergence and modification of this tool are identified, and modern typologies of project management structures and algorithms are presented, taking into account situational conditions. In the empirical part, specific conditions are considered that accompany the dynamics of the development of project management by the Kaluga Region State Unitary Enterprise Kalugadorkazachik in planning and ensuring the implementation of the Safe and High-Quality Roads national project in the region. It is the quality of infrastructure that largely determines the standard of living of the population, the investment attractiveness and the volume of financial (as well as other) assets, and the diversification of the real sectors of the regional (municipal) economy. Therefore, the interest in innovative updates to the program and target support, the use of unused reserves, and intensification is quite natural. In this regard, the experience of the Kaluga Region can serve as a standard for the further development of many other regions of the Russian Federation.

    В статье исследован вопрос роли экологического краеведения в развитии туризма ХМАО – Югры. Проанализирован природный и историко-культурный потенциал региона как основа уникальных турпродуктов. Авторы доказывают, что краеведческий подход меняет восприятие Югры с промышленной территории на рекреационную, объединяя северные ландшафты и наследие коренных малочисленных народов севера России. Рассмотрены ключевые объекты притяжения: ООПТ, этнографические музеи и сакральные места. Определены перспективы использования краеведческих знаний при проектировании экотроп. Сделан вывод о значимости экологического краеведения для развития регионального туризма.

    The article examines the relationship between tax instruments for supporting small and medium-sized enterprises and the strategic goal of achieving technological leadership as part of the country's national development goals until 2030. The authors highlight the issue of insufficient investment in innovation due to the inefficient use of existing tax incentives. Based on the results of the study, it is concluded that it is necessary to overcome systemic barriers, such as high insurance contributions, other non-tax payments, and difficulties in navigating regional support programs, in order to strengthen the role of tax policy as a catalyst for technological development.

    In the context of active digitalisation of public administration, the study of problems and prospects for the provision of services through multifunctional centres (MFC) becomes particularly relevant. The purpose of the article is to analyse the effectiveness of the current MFC model, identify key problem areas and develop practical recommendations for their optimisation in the context of the digital transformation of the region. The methodological basis was the analysis of the regulatory framework, statistical data of the MFC's activities, as well as the method of expert evaluation. As a result of the study, system barriers were identified that limit the potential of the MFC as a driver of digital changes: fragmentation of IT infrastructure, staff shortage and the need to improve quality assessment metrics.     Актуальность исследования обусловлена нарастающим дисбалансом между цифровизацией бизнес-моделей и архаичными подходами к региональному налоговому администрированию. Цель работы – обоснование концепции «умного налогообложения» как драйвера инвестиционной привлекательности субъектов РФ. В статье применены методы системного, сравнительно-правового и экономико-статистического анализа. Автором предложена модель цифровой налоговой экосистемы региона, включающая блокчейн-регистрацию сделок, налоговый скоринг инвестпроектов и механизм «регуляторных песочниц». Доказано, что трансформация налоговых органов из фискальных в проактивные сервисные структуры способствует не только росту собираемости налогов, но и притоку высокотехнологичного бизнеса. Результаты могут быть использованы при разработке региональных стратегий цифровой трансформации и инвестиционных паспортов территорий.
