    Abstract:
    The article studies the development processes of Russian legal education, which should be based on the idea of implementing a model of constitutionalism. The attention of the author is paid to the problems of legal understanding, the construction of a state based on the rule of law, the goal of which should be the establishment of coordinated interaction between all subjects of legal relations – the state, society, personality, which need to be paid attention by modern law education. The paper notes that the assertion of a constitutionalism model in society as a general social value is connected with the authority of fair legislation.

  • Development of differential innovation strategies in the system of state and municipal management

    Abstract:
    The author reflects the tendency of developing innovative strategies in the documents of state and municipal authorities. The classification of innovative strategies in the system of state and municipal management is made from the position of reaction to changes in the external and internal environment. The author's interpretation of the term «innovative strategy» and understanding of the strategic stages of innovative process at the organizational and managerial levels in the system of state and municipal management are formulated. An approach to understanding the tasks and levels of the innovative strategy of the authorities is presented and a procedure is proposed for selecting an innovative strategy and conducting innovative strategic analysis of innovation activities for organizational and managerial levels in present system of management. The mechanisms and tools for developing and implementing an innovation strategy for organizational and managerial levels are defined.

    Abstract:
    The article analyzes the main aspects of economic efficiency of annuity assurance policy in Russia. The general trends in the development of pension systems in the countries of the West, the difference between Russia and the West in this aspect are revealed. The author offers to make the pension system of Russia more socially just and close to the ideas of the Constitution of the Russian Federation. The linkage of pension payments to the interest rate is seen as an ineffective and dangerous approach in modern Russian conditions to the organization of pension provision for the population, for which there is a negative Western experience. The purpose of this article is to designate the most suitable way for Russia to develop the pension reform within the framework of the review of the study of problems of increasing the efficiency of the pension system in Russia.

The transformations of conceptual and standard and legal character defining priorities of state policy in the sphere of education of children taking into account requirements of society of formation of readiness for a responsible roditelstvo for modern Russian society are opened.
