    Effective practices of educational and management activities in the education system

    Abstract:
    В статье рассматриваются подходы к выбору архитектурного класса систем электронного документооборота (СЭД) в условиях цифровой трансформации экономики и ужесточения государственного регулирования. На основе системного и сравнительного анализа архитектурных моделей, экспертной оценки рыночных показателей и нормативно-правового анализа выявлены ключевые векторы развития рынка: переход к облачным SaaS-решениям, внедрение low-code платформ, интеграция ЭДО в корпоративные экосистемы. Проведена сравнительная характеристика четырёх классов систем (ECM, workflow-ориентированные, кейс-менеджмент, облачные сервисы). Основными драйверами роста выступают программы импортозамещения и обязательная цифровизация отраслей к 2026–2030 гг. Сделан вывод о зрелости российского рынка СЭД и смещении фокуса в сторону отечественных платформ. Сформулированы критерии выбора архитектуры в зависимости от масштаба организации, ИТ-зрелости и специфики бизнес-процессов.

Анализируются ключевые направления внедрения цифровых технологий в систему управления организациями, включая автоматизацию бизнес-процессов, интеллектуальную обработку данных, применение систем поддержки принятия решений и цифровых платформ. Особое внимание уделяется изменениям в организационной структуре предприятий, повышению эффективности управленческой деятельности и формированию новых моделей взаимодействия между участниками экономических отношений. Рассматриваются основные преимущества и ограничения внедрения технологий искусственного интеллекта в управленческую деятельность, а также перспективы дальнейшей цифровой трансформации экономики.

    В представленном исследовании авторами выявлены основные нормативные документы, регулирующие проведение государственного аудита транспортной инфраструктуры на этапах ее строительства и текущего содержания; определены направления и методы контроля в отношении проверяемых объектов. Привлекаемые данные проверок по Иркутской области стали основой для выводов о специфике методологии аудита на региональном уровне, видах нарушений, установленных по результатам финансового и технологического аудита. Подчеркнуто, что цифровые технологии обеспечат проведение видео-наблюдений и видеосъемок и, в целом, более высокий уровень контроля осуществляемых работ.

    В статье анализируется влияние цифровых технологий на экономику спортивных организаций. Рассмотрены направления цифровой трансформации, связанные с управлением данными, цифровыми сервисами, медиапотреблением, взаимодействием с болельщиками и коммерциализацией спортивного продукта. На основе российских и международных источников показано, что в России цифровизация спорта преимущественно связана с управленческой инфраструктурой и государственными сервисами, а в международной практике – с ростом коммерческих и медийных доходов. Сделан вывод о ее значении для устойчивости и конкурентоспособности спортивных организаций.

    В статье рассматривается влияние системы быстрых платежей (СБП) на конкурентную среду российского рынка эквайринга. На основе сравнения тарифов СБП и карточного эквайринга показано, что внедрение СБП снизило расходы предприятий на обработку платежей как при регулярных безналичных расчетах, так и при операциях с высоким средним чеком. Проанализировано массовое распространение СБП в 2023–2025 гг. Выделены ключевые механизмы влияния: появление ценовой альтернативы эквайрингу и усиление переговорной позиции бизнеса. Сделан вывод, что СБП формирует более конкурентную и эффективную платежную среду.

    В статье предложена процессуально-экологическая концептуализация личности в цифровом пространстве как динамической системы «офлайн-онлайн» практик. Ключевые механизмы: самопрезентация и управление впечатлением, самораскрытие и границы приватности, цифровая социальность, целостность идентичности и саморегуляция. На основе аналитического обзора (2024–март 2026) и авторского моделирования разработана многоуровневая модель личности в цифровом пространстве, связывающая процессы идентичности с технологическими аффордансами и алгоритмическими контурами обратной связи. Выполнена типологизация рисков целостности личности с учётом российской платформенной экосистемы. Показано, что основной вектор научной повестки смещается от бинарной оппозиции «реальное-виртуальное» к анализу смешанной реальности как нормативного контекста развития личности.

The author analyzes structural shifts in labor markets, digital management models, and the emergence of hybrid institutional forms. The conclusion substantiates the need for systemic mechanisms for transferring scientific results into practical solutions, with IT acting as an accelerator of this process.     В статье рассматривается роль цифровых платформ как инструмента модернизации муниципального управления в условиях цифровой трансформации публичной власти. Выявлены ключевые проблемы внедрения цифровых платформ на муниципальном уровне: фрагментарность нормативного регулирования, неравномерность цифровой зрелости муниципальных образований и недостаточная интеграция информационных систем. На основе анализа нормативной правовой базы Российской Федерации и научных исследований обоснованы основные направления совершенствования: унификация правовых требований, развитие единого цифрового контура публичного управления, адресная поддержка муниципалитетов. Отдельное внимание уделено перспективам развития цифровых платформ, связанным с внедрением искусственного интеллекта, расширением гражданского участия и усилением информационной безопасности.

    В статье рассматриваются современные методы машинного обучения, применяемые для автоматического обнаружения экзопланет по кривым блеска космических телескопов Kepler и TESS. Описываются ограничения классического подхода, основанного на аппроксимации транзитов (BLS), и необходимость перехода к нейросетевым архитектурам. Приведены примеры успешного использования сверточных нейронных сетей (AstroNet, ExoNet) и автоэнкодеров для выделения слабых сигналов на фоне шумов. Показано, что применение глубокого обучения позволяет не только повысить полноту выборки, но и обнаруживать планеты, пропущенные традиционными алгоритмами. В заключении обсуждаются перспективы интеграции методов ИИ в конвейер обработки данных будущих космических миссий.

    Abstract:
    The chapter provides a comprehensive theoretical and methodological analysis of the essence, genesis and features of the development of the digital economy as a qualitatively new stage in the evolution of economic relations. The evolution of digital technologies in historical retrospect is studied – from the creation of the first programming languages to modern technologies of artificial intelligence, big data and the Internet of Things. The main approaches to the definition of the “digital economy” category are systematized. A comparative analysis of key terms is carried out: digitization, digitalization and digital transformation; the author's definitions distinguishing these concepts are proposed. A structural and logical scheme for managing the digital transformation of an enterprise has been developed, and the stages of its implementation have been substantiated. The risks and barriers of digital transformation have been identified, and approaches to their minimization have been proposed.

    This chapter the integration of the information and communication technology (ICT) sector and the educational environment as a key driver of increased innovation activity in the modern economy. It explores the mechanisms, forms, and tools of this interaction, including joint educational programs for the development of a new type of workforce, the creation of R&D centers and technology parks for technology transfer, and the impact of project-based learning on the transformation of companies' business models. The paper analyzes the quantitative and qualitative indicators of the effectiveness of this integration. Special attention is paid to systemic barriers: the gap between theory and practice, bureaucratic obstacles, and differences in corporate culture. In conclusion, the article formulates conclusions about the need to build a unified ecosystem to ensure sustainable economic growth through the commercialization of scientific developments and the development of human capital.

    Abstract:
    The relevance of this research topic is related to the importance and significance of managing the development of the road network for achieving the national development goals of “A Comfortable and Safe Living Environment”, “Decent, Efficient Employment, and Successful Entrepreneurship”, and for ensuring Russia's economic security. The aim of the study is to identify the relationship between the development of the road network and the economic security of the Russian Federation. The study revealed that the implementation of the national project “Safe, High-Quality Roads”, completed in 2024, did not fully address the challenges and risks to economic security associated with the high proportion of regional and local roads that do not meet regulatory requirements, underfunding of the road infrastructure, the slow pace of innovative development and implementation of digital solutions, and regional differentiation in the quality of the road network. Particular attention is paid to the mutual influence of road development and economic security, which allowed us to identify three types of effects: direct, indirect, and induced. Ensuring economic security is necessary for the continuous formation of resource support for road management, innovative renewal, and the successful digital transformation of the road infrastructure.

    The chapter is devoted to checking the compliance of the main parameters of the state programs of the constituent entities of the Russian Federation in the transport sector with the principles of program-target planning and the strategic guidelines of the transport policy of the Russian Federation. The purpose of the study is to assess the content of the state program «Development of the Transport System of the Leningrad Region.” The role of the state programs of the constituent entities of the Russian Federation in the structure of program-target planning and the main tools of the unified state policy in the transport sector are presented. An analysis of the main parameters of the state programs of the constituent entities of the Federation that are part of the North-Western Federal District in the transport sector, and an assessment of the content and level of the state program of the Leningrad Region using the SMART methodology, showed that the program's goals are formulated concretely and measurably, but their full achievement has not been realized. Practical recommendations are provided to improve the effectiveness of the state program at the planning stage.

    This chapter examines the anthropological and institutional risks arising from the total algorithmization of state and municipal governance. The author substantiates the concept of “faceless government,” in which the use of artificial intelligence (AI) becomes a tool for the depersonalization of responsibility and the loss of official agency. The paper analyzes the genesis of algorithmic bureaucracy, from the ideas of M.M. Speransky to the modern doctrine of “Code is Law.” Particular attention is paid to the problem of “algorithmic bias” and the risks of “digital blindness” of the state in matters of demography and social support. A solution is proposed: the adoption of the principle of “right to direct view” and the restoration of administrative discretion as the foundation of ethical digital governance.

    The chapter examines theoretical and applied aspects of the development of information and educational needs of students in the context of digital transformation of higher education. Based on the analysis of strategic documents and a review of Russian and foreign studies, key areas of digitalization are identified: creation of a digital educational environment, formation of “digital maturity”, distance learning, integration of online platforms (RESH, YaKlass, ReshuEGE). Contradictions are revealed between student interests and platform technical capabilities, between personal data protection and its security level, between innovative and traditional forms of education. External and internal drivers of digital transformation are identified, as well as technical, organizational, staffing and socio-cultural barriers. The development of students' educational needs should be based on systematic integrated projects, digital portfolios and methodological recommendations for mastering digital skills. Information culture is seen as an indicator of professional competence and successful socialization. It is concluded that digital transformation requires the restructuring of all university structures, the reorientation of the teacher to a moderator and mentor, as well as the formation of students' motives for continuous self-education.

    The chapter considers the transformation of the institute of mentoring in the modern system of higher education in Russia. In the context of the rapid transformation of the labor market, the classical model of knowledge transfer is giving way to the concept of joint construction of meanings, where mentoring becomes a key mechanism for ensuring the quality of education and socialization of graduates. The purpose of the study is a comprehensive analysis of the role, functions and models of mentoring, as well as identifying the prospects for its development, taking into account the integration of digital technologies. A comparative analysis of various models has been carried out, their strengths and weaknesses have been identified. A transition to a comprehensive, systematic mentoring model is proposed, including regulatory support, digital infrastructure, and a motivation system. It is emphasized that the introduction of artificial intelligence technologies is able to personalize the process, automate routine tasks and increase the effectiveness of mentor-mentored interaction.

    The chapter notes that the transformation of higher education and the transition to the digital university model highlight the relevance of organizing independent work for students, particularly those in engineering disciplines, when learning a foreign language within the electronic information and educational environment (EIEE). Based on a theoretical analysis of scientific literature, key factors influencing independent work in a digital environment have been identified. It is established that psychological determinants include academic self-regulation, the motivational-volitional sphere, cognitive styles, language anxiety, and digital competence. Pedagogical determinants encompass modular design and microlearning, pedagogical support (scaffolding), critical integration of artificial intelligence tools, formative assessment, and gamification. A theoretical model for organizing independent work has been developed, comprising motivational-goal, content-operational, communicative-collaborative, and evaluative-reflexive components. The study concludes that the technological infrastructure of the EIEE requires specific pedagogical design and consideration of the psychological characteristics of engineering students. The findings of the study can be applied in the design of educational programs, the development of teaching materials, and the creation of support systems for independent work in digital universities.

    Abstract:
    The chapter is devoted to the study of the didactic potential of modern English for Specific Purposes (ESP) textbooks. The paper presents a multidimensional analysis of the structure, content, and methodological apparatus of two textbooks designed for students of technical and legal specialties. Special attention is paid to the compliance of educational materials with the requirements of the Federal State Educational Standards for Higher Education, the principles of communicative linguodidactics, as well as their ability to develop both universal cultural and professionally oriented competences. The empirical part of the study, based on a survey of students and teachers, reveals the actual didactic potential of the textbooks, their strong points and problematic aspects for methodological improvement. The research will be useful for foreign language teachers, researchers in the field of linguodidactics, authors of textbooks, as well as master's degree students and postgraduates of relevant research trends.
