- Abstract:
- Land administration seeks to obtain optimal social, economic and environmental benefits while promoting the principles of sustainable development. An important element of this process is the understanding of the macroeconomic situation for making adequate management decisions at various levels: local, re-gional, national and global. This information is provided by land administration systems ((LAS), the core of which is a multipurpose cadastral system integrated with other spatial information systems and public registries. In this article, the au-thors present the structure of land administration built in modern Europe and also show the specifics of the design of systems in relation to socio-economic conditions. The publication presents a vision of the role of the cadastre in the global system of accounting and land administration, with cadastral accounting considered as the main infrastructure for ensuring the economic, social and environmental benefits of all users, including individuals, business and the state.

- The article examines the problems of landscaping of urban areas and securing their legal status as one of the main areas of activity of the municipal economy to create conditions for a high standard of living of the population. The empirical base was provided by regulations, scientific articles and literature, statistical data, reports, and the results of a sociological study conducted on the territory of the Novorossiysk's Ministry of Defense. The analysis of the material allowed us to study the experience of local authorities in this area and formulate proposals to improve their effectiveness.

- In the article, the author defines the concept of ethno-cultural competence of a teacher, his or her ability to organize a dialogue of original cultures. The purpose of the article is to study the concept of ethno-cultural competence of a foreign language teacher in the context of intercultural communication. Methods: consideration of the provisions of materialistic philosophy on the harmony of national, interethnic and universal and dialectical unity of form and content; analysis of the main provisions of the competence approach, theories and practices of personal development; review of philosophical, cultural, sociological, psychological and pedagogical provisions. The theoretical basis consists of the ideas of prospects for development and formation in the system of moral and ethical priorities, the ideas of socio-cultural modernization of education, multicultural education and upbringing, ethno-cultural education, and the theory of cultural dialogue. As a result of the analysis, the author concludes that the training and upbringing of a globally thinking citizen who knows the cultures and traditions of his or her people is achieved in the process of interaction of a foreign language teacher with representatives of various original cultures. According to the author, only in this case the teacher can improve his or her skills and develop competencies in the field of ethnic culture. The author sees a possible solution to the issue of developing the ethno-cultural competence of teachers in the creation of training sites and offers a number of pedagogical tutorials on the research topic. The key point is to train competent teachers who are able to arouse students' curiosity about their native ethnic culture and take into account the possibilities of interaction, mutual respect, and interpenetration of cultures.

- The authors of article review a current problem of ethno-cultural education of youth through familiarizing with art and ornamental culture, folk art and traditions of small nationalities of Outer Manchuria of the Far Eastern of Russia. The authors outline that patriotic education is indisputable problem today, and the task of revival, promotion, maintenance of national culture as well as the formation of the harmonious personality is set out by ethno-cultural education itself. It is noted that a necessary condition of this formation is ethno-cultural competences which are built in at children's age. Teaching to respect traditions begins in families, and then continues at schools, higher educational institutions and institutions of additional education, the ethno-cultural centers. Spiritual communication of national masters and their pupils is based on continuity of generations. It is emphasized that today a lot was lost in arts and crafts of Outer Manchuria. The loss of valuable knowledge as their carriers pass away, leaving this knowledge to younger generation is observed. The question of their preservation is particularly acute. The authors come to the conclusion that this question should be solved in educational institutions by means of introduction of the integrated programs that have an ethnic and art component and modern pedagogical technologies in their contents. Author’s experiment demonstrates revival of interest in folk art in children and youth, in particular, in future teachers-artists.

- The article covers significance of cultural and educational events for development of the bilingual environment; gives definitions of the terms “bilingualism”, “bilingual educational environment” and “indigenous / small peoples”. The relevance of studying this issue is in changing approaches from 2017 in teaching national languages in bilingual and multilingual regions of the country, in changing the number of hours in teaching in native (national) languages in a secondary school, in taking into account the national-regional component in the education system of a multinational state. The subject of the research is rapidly disappearing ethnic groups and their languages according to the classification of languages of UNESCO. The article emphasizes the importance of preserving and promoting national languages and cultures for establishing intercultural dialogue and peaceful coexistence of ethnic groups in a multinational state. The purpose of the article is to identify and draw attention to the problem of disappearance of national languages and cultures through a set of measures in the field of culture, science, education. Research methods: study of literature on the research topic, analysis of educational programs and curricula, a comparative analysis method for describing the status of the languages. Results. In the study, we came to the conclusion that the availability of bilingual textbooks and teaching aids with assignments built on national-Russian bilingualism, the organization of various kinds of bilingual events and their popularization in the media will help to maintain a viable level of national languages and cultures of indigenous peoples in the Russian Federation.

Traditions of the Saratov Region in Ethnocultural Practices

- The article deals with the preservation of the cultural traditions of some peoples living in the territory of the Saratov Region. The aim of the study is to show that the preservation of traditions is a source of further development and the existence of ethnic groups. Methods. During the study the following methods are used: typological, system analysis, functional approach. There is a search for new forms of recreation of national traditions, and they are very productive. The characteristic of the historical reconstructions, national festivals successfully held in the Saratov Region is described. Results. It was found that such forms demonstrate effective partnership between representatives of different generations. They contribute to the popularization of cultural and historical heritage, spiritual and moral education. The author outlines that youth, children, elderly people demonstrate their creative achievements. It is emphasized that festivals perform cultural and educational functions, involve in the process of a detailed study of history, rites, art of the ethnic groups represented. Creative groups, historical reenactors, and participants in school ethnographic circles are active in creating an atmosphere of a traditional way of life. A heuristic principle is developing among the participants of events. When they are organized, social partnerships between administrative structures, universities, and private business representatives are demonstrated. Conclusions. Based on the analysis of the results of ethnocultural events, we believe that it is necessary to improve such forms that help to develop traditions in the culture of ethnic groups. There is a growing interest in the topic of restoring the traditional ways of life of the Volga peoples. There is promise in the development of this direction and the need for further theoretical justification of the significance of ethnocultural practices.

Ethnic Specificity of Cultural Codes

- The author compares and analyzes some definitions of the concept of cultural code offered by Russian and foreign linguists and semiologists. Aspects of this concept are singled out and described. Regulatory, semiotic and retransmitting functions of cultural codes are briefly characterized. The relationship between the concepts of cultural code and picture of the world is revealed. The author’s interpretation of the concept of cultural code is given, the ethnic specificity of cultural codes is revealed, its factors are described, participation of cultural codes in forming ethnic mentality is demonstrated. The author shows discrepancies in understanding reality due to the difference in the cultural codes used and points out that the role of cultural code can be performed by any perceptible area of reality: landscapes, natural phenomena, fauna, flora, artifacts (household utensils, tools, weapons, garments of clothes, dwelling places etc.) and actions with the listed items. All this is regarded in the article as semiotic means of thinking and communication. Methods. The analysis of cultural codes was carried out by using the methods of cross-cultural analysis and interlingual comparison on the material of English and Russian metaphoric set phrases. Conclusion. The conclusion is made concerning the influence of cultural codes on the choice of the path of historic development and, ultimately, on the fates of nations.

Political Activity of Women on the Basis of Ethnocultural Features of Kyrgyz Society

- The author outlines that nowadays, the question of the influence of gender stereotypes on the role and participation of Kyrgyz women in politics, from a linguistic point of view, has been little studied in Kyrgyzstan. The article is devoted to the ethnocultural traditions and gender stereotypes of the Kyrgyz society that affect the activity and involvement of women in the political life of the state. The author pays attention to the role of Kyrgyz women in the history of the country, examines Kyrgyz proverbs and folk clichés, which are the folk heritage of the people. The purpose of the article is to identify ethnocultural factors that determine the gender roles of men and women, as well as their impact on society. Research methods. During the study a descriptive method was applied. The following folklore materials were taken as a basis: Kyrgyz proverbs from "Kyrgyz makal, lakap, uchkul sozdoru" by M. Ibragimov, traditional rules of relationships between people of different ages and genders, principles of youth upbringing. As a result of the analysis, the author concludes that the traditions and stereotypes of Kyrgyz society endow men and women with gender traditional roles: a man plays a major role in the family, in society and is engaged in “male affairs”, while a woman is assigned a secondary role, she only deals with home and family. It is emphasized that such attitudes largely limit the political activity of women.

- The article is devoted to the consideration of regional innovation clusters in the context of a circular economy implementation. Using the example of the titanium industry, the author analyzes the titanium regional innovation cluster, identifies and studies the conditions, factors, and directions for implementing circular economy policy in the cluster. The analysis of titanium production waste was also carried out. It is concluded that the necessary conditions are created in the cluster and the main factors of the circular economy are implemented and the effectiveness of its use is observed.

- The authors outline that it is necessary to solve such a complex and large-scale problem as the growth of deviations among the younger generation. Also the authors point out the lack of methodological continuity in approaches implemented in the processes of education and upbringing. It is found out that educational models and upbringing models are realized as processes that are not connected to each other, which significantly reduces the effectiveness of the educational process and does not fully take into account all the psychological and pedagogical aspects of the implementation of educational programs. The aim of the work is to establish causal relationships between the development of universal learning activities and the education of a cultural personality, necessary for the harmonious development of adolescents. A number of conceptual models (schemes) that reflect the basic concepts of these processes and the conceptual modeling method were used in order to achieve the aim. The results of the work are the following: presentation of a scenario model of the process of implementing universal learning actions (ULA) and identification of areas of application of efforts of teachers and psychologists in the implementation of adolescents’ deviant behavior correction using methods of art education and cultural studies. The authors make the main conclusion that educational and creative tasks play a system-forming role in the implementation of the ULA, and the methods of art education and cultural studies are an effective tool for correcting deviant behavior.

Music Education in Krasnoyarsk as a Resource Factor for Building the Civic Solidarity: The Situation by the Outbreak of the War

- The purpose of the study is a comprehensive analytical review of various sources that reveal the role of music in Krasnoyarsk by the outbreak of the war. A hypothesis: interdependence of cultural and social events and their mutual influence during a period of increased social tension could be observed. Methods. During the study the following research methods were applied: cultural-historical, axiological, continuous sampling, descriptive methods and elements of statistical research. Materials published on the pages of the Krasnoyarsk periodicals for 1937–1941, as well as scientific works about music education and music culture by various outstanding scientists were used. Results. It was proved that music education by the outbreak of the war is considered a foundation for the realization of ideological and educational purposes. And it is also outlined that The Great Patriotic War set new challenges in the cultural life of the Krasnoyarsk Territory in general and Krasnoyarsk in particular. It is concluded that music education is considered a resource for the national solidarity building. Due to such a strong foundation, music education at the beginning of the war was able to fulfil an ideological function while concert musical activities were used as a tool for creating of civic identity.

- The article is devoted to the importance of incorporating of a foreign culture learning, acquiring cross-cultural communication and cultural awareness skills in a foreign language teaching. The authors point out that teaching culture in foreign language teaching context should include cultural knowledge, cultural values, cultural skills and behavior. The author also emphasize that attitudes to teaching culture in the process of foreign language teaching involve, on the one side, considering teaching culture as teaching the fifth language skill along with speaking, listening, reading and writing, implying teaching cultural sensitivity and cultural awareness or the behavior in certain cultural situations, and on the other side, regarding language as social practice being defined by culture in which culture becomes the core of language teaching with cultural awareness viewed as enabling language proficiency. Cultural awareness is the foundation of communication; it helps to understand cultural values, beliefs, and perceptions of the other culture. Training of both bilingual and bicultural students at higher educational institutions is of primary significance. Intercultural awareness presumes a number of skills, improving students’ native culture and other cultures’ awareness and understanding. The authors come to the conclusion that intercultural awareness skills imply overcoming misinterpretations and accepting differences.

- The author outlines that in order to maintain interest in ethnic culture during the digitalization of personal space for people interested in the ethnos of their and other regions, it is necessary to constantly expand the options for ethnographic tourism excursion programs, enrich them with exclusive topics that are in demand by wide target groups, as well as complement traditional, sometimes conservative, tourist routes with new display facilities and new excursion technologies. The purpose of the article is to determine the prospects of using different types of ethnic culture in various formats of a tourist product (tour, excursion) to increase the interest of citizens in Russian history against the background of cases of its distortion and free interpretations that became more frequent nowadays. Methods. The author analyzed some types of ethnographic tourism services in the Rostov Region, which contribute to maintaining interest in the ethnic culture of the region. Conclusions. The author concludes and presents a look at the future of preserving ethnic culture in the complex of tourist and excursion offers. It is shown that this requires analysis and transformation of traditional tourist and excursion routes and programs, as well as active interaction not only with modern people, but also with organizations representing and promoting ethnic culture and, accordingly, with related enterprises supporting them in this. It is concluded that the academic methods and tools for preserving ethnic culture, of course, remain, but not only they already determine the future of this process.

Maslenitsa in the Historiography of Socio-Cultural Activities

- The article is devoted to the consideration of "Maslenitsa" in the historiography of social and cultural activities. It is noted that "Maslenitsa" as a national holiday appeared before the baptism of Russia. The author emphasizes that the study of the historiography of the holiday is of undoubted interest, both for scientists and practitioners of the leisure sphere, since such research is conducted for the first time. The purpose of the research is to reveal how historians, ethnographers, and folklorists studied Maslenitsa in various periods of Russian history. The author's task was to show the structure of Maslenitsa, the organization of its holding and numerous leisure forms of its holding, as well as to show through numerous studies how each day of Maslenitsa was celebrated. Methods. Various sources (monographs, articles, dissertations) that reveal the content and conduct of Maslenitsa in various historical periods are used in the study. The article provides a historiographical analysis of the national holiday "Maslenitsa". The author points out that at present the historiography of social and cultural activities, as a branch of pedagogical science, has become an independent section of research on a par with the history and theory of social and cultural activities. It is emphasized that the study of forms of holiday and entertainment culture in the history of socio-cultural activities is one of the directions of historiography in socio-cultural activities. Historiography of socio-cultural activity in its scientific development makes the first independent steps. The scientific novelty of this research is undeniable. Based on the fundamental historiographical material, the author shows the emergence of the "Maslenitsa", its structure, organization and conduct. In the article each day of the holiday and entertainment ways for its conduct are defined. - Abstract:
- The author outlines that the study of food design and film art as part of the country's ethnic culture examines the preservation and development of traditions and interethnic ties. Given that folk traditions have a peculiarity to develop, being in constant search of new solutions, taking into account the emergence of new materials, technologies and information tools, an idea to combine the potential of film art and food design in research has started up. It is noted that the search for analogues of the issue studied has no positive effect. The purpose of the study is a theoretical justification for the possibility of using different art forms as tools to unlock the possibilities and diversity of the art of food and filmmaking. Based on the study of various sources, it has been found that the topic of preserving the ethnic cultures of Russia is relevant and new, due to the unusual combination of the art of food and filmmaking. Hypothesis. It is suggested that the preservation and development of the country's ethnic cultures and intercultural ties is possible if best practices and achievements of food design as an essential part of people's culture will be applied while modelling different forms and spaces in film art. Results. Based on the results of the study, it can be concluded that the hypothesis put forward has historical evidence in the works of such scientists as: Kostomarov N.I., Orlovskaya A.V. and Pokhlebkin V.V. Based on their experience and knowledge the following is possible: formation of new approaches, serch for new solutions and development of new forms and spaces, using advances in food design, film art and people's culture.

Formation of Intercultural Competence of Primary Schoolchildren in Mastering Listening Comprehension Skills

- The article is devoted to the issue of teaching how to master listening comprehension skills while learning a foreign language in order to form the intercultural competence of primary schoolchildren. The relevance of the study is due to the need to create a fundamental basis for giving possibility to pupils to master communication skills in order being able to communicate effectively in a foreign language at a cross-cultural level, which is one of the strategic goals of modern linguistic education. The technology of phased work with authentic texts for mastering listening comprehension skills, including the stage of preliminary work and smoothing difficulties, the stage of listening and working with the text, the stage of post-listening and doing creative tasks based on the text is presented in the article. Research methods: scientometric analysis of scientific sources, pedagogical modeling, analysis of educational programs and standards, educational documentation and educational information on research studied, diagnostic methods, such as survey, experimental learning. Results. It is proposed to solve the problem by listening to authentic texts, as a purposeful process of mastering not only the linguistic, but also the cultural code of a foreign language, which is necessary to realize the principle of cultures’ dialogue. The educational goals in teaching primary schoolchildren how to master listening comprehension skills while learning a foreign language, as well as the methodological arguments for teaching listening comprehension as an independent type of speech activity are highlighted. It is concluded that this is not always the case when having a high level of foreign language communicative competence, students can achieve successful interaction at the intercultural level due to insufficient intercultural communication skills.

Cognitive Substrate of Linguistic Thinking: The Semiotic Aspect

- The article is devoted to a description of cognitive attitude complexes that underlie linguistic thinking and function in the form of cultural codes. Such complexes form a cognitive substrate of linguistic thinking. It has ethnocultural and ethnolinguistic specificity. Research methods: analysis, comparison, descriptive method, interlinguistic comparison of mercantilist and military cultural codes on the basis of English and Russian linguocultural materials. Research results. It is outlined that the cognitive substrate of the linguistic thinking performs the function of modelling reality, acting as a complex of cultural codes. It is shown that the codes used by a person in his / her linguistic thinking are divided into internal and external ones. Internal codes are spiritually close to their user; he / she forms thoughts in them, and as for external codes, he / she only verbally formulates thoughts, translates them from internal to external code. Among the internal codes, there is a cultural code that is closest to the person because of his / her state, occupation, etc. It is concluded that the person views the surrounding world through the prism of the most familiar sphere of life, making it a model of the world and a cultural code.

Methodological Bases of Studying National Cuisine as a Phenomenon of Gastronomic Culture

- The author outlines that in “current modernity” (Z. Bauman), among the urgent problems of research, one can name tradition, which is the foundation of culture. Many of its components are among those that are difficult to comprehend, and national cuisine is among them. Methods of research. In the presented article, national cuisine is examined through the prism of an analytical method that allows you to identify authentic ways of studying and showing its versatility. In the course of the research, a theoretical analysis of the methodological basis for the study of national cuisine as a phenomenon of gastronomic culture was carried out. It is noted that being a unique phenomenon of the traditional ethnic culture, national cuisine has its own gastronomic code and contains information about the specifics of the people’s life, encrypted through processes related to food and its preparation. The author pays special attention to the fact that the most effective methods of researching national cuisine are structural, phenomenological and hermeneutic. They help to identify designs and highlight the structural components of national cuisine (culinary culture, culture of eating and gastronomic reflection), study and analyze them with the help of feelings and experience as a direct connection to each of them, comprehend the process of cooking based on the culinary recipe and the process of tasting, reveal the symbolic meanings of the elements of national cuisine and establish their origins. Results of research. The simultaneous use of phenomenological, structural and hermeneutic methods contributes to the comprehension of the gastronomic code of the people and the peculiarities of their cuisine. The knowledge gained allows us to interpret not only the secrets of national cuisine, but also the history and culture of the ethnos from new perspectives.
