Work of the National Presidential Boarding School on Establishing Linguistic Rights and Filling Ethno-Cultural Needs of Students
Research Article
Ethnic Culture No 2 (3)- Author:
- Lidiya G. Iksanova
- Work direction:
- Ethno-Cultural and Socio-Cultural Problems of Education
- Abstract:
- The article deals with the specifics of the educational institutions' activities on establishing language rights and filling ethno-cultural needs of students on the example of the National presidential boarding school for gifted children. Active debates of the issue of learning native languages, reducing the hours for teaching national languages in the curriculum of secondary schools, downplaying spiritual and moral education and “giving up positions” to the process of digitalization, the search for solutions and new models of “national schools” determines the relevance of issue studied. It is noted that due to the fact that Russia is a multi-ethnic state and almost all schools are multilingual and multicultural as a result of the dynamic process of migration of parents, schools have to solve the problems of implementing educational programs independently. Also, it is emphasized that since the process of establishing the linguistic rights and filling ethno-cultural needs of students of different nationalities, their relationship with each other entails conflicts and withdrawal to the world of social networks and adolescent groups, educational activities require a careful study. Therefore, the attention of researchers to the problem of establishing the linguistic rights and filling ethno-cultural needs of students causes interest in the problem of managing this activity. The ai, of the article is to develop and justify organizational and pedagogical conditions that contribute to the effective management of educational institutions’ activity on establishing linguistic rights and filling ethno-cultural needs of students. Research methods: study of the literature on the issue studied, the pedagogical experience of the author and teaching staff of schools, analysis of educational programs and curricula. Results. As a result of the research, we identified the main gaps in the existing system of management of educational activities on establishing the linguistic rights and filling ethno-cultural needs of students, the lack of a flexible management model with an adaptive organizational structure of management and appropriate organizational and pedagogical conditions. An effective model for managing the school's activities on establishing the linguistic rights and filling ethno-cultural needs of students is proposed in the article.

- Abstract:
- The authors of the article emphasizes that the development of agro-industrial complex in our country is not only due to the formation of agricultural holdings, but also through the development of small business patterns. Taking into consideration the fact that large retail chains prefer to work with companies that can supply a high volume of goods at once, they are not interested in farmers who supply low volume of output. It is noted that the seasonal nature of agricultural output also increases the risk of product damage during storage. This risk is especially increased if the storage conditions are not met. It is found out that small-scale peasant business patterns are not able to maintain storage facilities that will meet different storage conditions for different types of products. Accordingly, for them, the problem of the risk of damage and loss of grown products due to non-compliance with storage conditions is more acute. The situation under consideration determines the relevance of the stated topic. The purpose of the study is to clarify the main goals and objectives of the formation of a modern storage system for agricultural products as the main factor in reducing the risk of its damage and loss. The study was conducted in several stages: the institutional framework for the formation of storage systems for agricultural products was studied; the institutional structure of the Central Federal district to create a modern system for storing agricultural raw materials and goods was systematized; target installations for placement of agricultural products storage enterprises in the context of the Central Federal district regions have been defined.

- Problems of Ethnic Cultures Preservation
- Abstract:
- Ethnic tourism is an important cultural and educational direction in the field of knowledge of traditions and everyday life of an ethnic group. The subject of the research is ethnic tourism. The research is aimed at solving the scientific problem of substantiating and developing modern forms of internal ethnotourism in a multicultural region. The purpose of the work is to determine the features and prospects of ethnic tourism in the sustainable development of territories. Methods: comparative and geographical, statistical methods, SWOT-analysis, field research. It was revealed that Russia, being a multi-ethnic state, has significant prerequisites for the development of ethnic tourism and contributes to the inclusion of the original culture of peoples in the world heritage. Important centers of ethnotourism in the regions of Russia are ethnographic museums, open-air museums, and ethnographic villages, the concentration of which can be observed in Western Siberia and the Ural-Volga region. One of the promising areas for the development of ethnic tourism is the Orenburg region, which has a number of competitive advantages (the presence of various forms of folk art, including the holding of popular mass national holidays; the production of exclusive goods and services that are products of folk crafts; the presence of a greater number and variety of types of cultural heritage objects). Ethnic Culture No 1 (2)- Authors:

- Problems of Ethnic Cultures Preservation
- Abstract:
- Authors of the article pay a special attention to the consideration of traditions and innovations in the dynamics of ethnosocial organism development, since the last decade, the blurring of lines of ethnocultural identity on a global scale has become more obvious. Aggressive penetration into the territory of many states by a pro-Western faceless pseudo culture led to a loss of life orientation at the genetic level and the prospects for the existence of most ethnic groups. The aim of work is to search, identify and analyze the main structure-forming principles, the main provisions of which can preserve a unique and inimitable core of ethnocultural organism in a practical application, give a vector of a further more qualitative state. Methods. Using the principles of formal logic, functionalism, and a systematic approach, it was possible to determine the stages of the origin, transformation, and structural integration of cultural innovations in the ethnic environment. Characteristics of each stage from the side of a positive direction as well as a negative one, leading to the degeneration and decay of the ethnocultural system, is presented. As a result of the study, methodological approaches to preserving ethnic cultures, based on traditional ties in relations within the people were identified. These principles are, in authors’ opinion, invariable mechanisms of the dynamic, progressive development of any ethnic group, if the ethnocultural identity of all mankind is perceived as a conscious, creative way for the development and preservation of an ethnos.

- The ecology of a new Persian continuum culture, represented in two hypostases-states: the Iranian discourse and the Iranian dispositif is examined in the work. The Iranian discourse is considered on the basis of the introduction to the English translation of «Shahnameh» by Firdausi, composed and published by Arthur George and Edmond Warner in the early twentieth century. The Iranian dispositif is studied on the material of the Iranian media at the beginning of the twenty first century. The methodological basis of the work is the hermeneutical method, the phenomenological approach, and the linguistic topology. The structural units of analysis are linguoecological variables, or existentials, represented by text examples. The analysis makes it possible to draw conclusions about the ontological dimension of the Iranian discourse and the strategic imperative of the Iranian dispositif, determined by the ontological security of the Iranian society and the institutional culture of the Shanghai cooperation organization.

- The theoretical, methodological and legal problems of the «intangible cultural heritage» as a social phenomenon is considered as well as the foundations of state policy in relation to monuments of cultural and historical heritage are defined. It is noted that the essence of this phenomenon – the preservation of the intangible cultural heritage - should be considered in two aspects: in a narrow and broad sense of this phenomenon. In a narrow sense, the essential characteristic of the institution in question refers to cultural, ethnic, personal identity. In a broad sense, the essence of this social phenomenon implies a number of aspects: ontological, epistemological, functional, philosophical, normative (regulatory), programmed, instrumental (methodical). A well-thought-out socio-cultural policy aimed at reviving and preserving the cultural heritage should be harmoniously implemented at the federal, regional, local (municipal) levels.

The Concept of "Ethno-Cultural Design" in the System of Project Methodology of Interpretation of Socio-Political Reality
Research Article
Ethnic Culture No 1 (1)- Author:
- Mikhail V. Gorbachev
- Work direction:
- Methodological Questions
- Abstract:
- The Concept «design» is one of the most popular and demanded in modern social and humanitarian Sciences. It is used to explain the controlled processes in the economic, political, social and spiritual spheres of public life. As a result, in each of the designated areas, their own types of design and project activities are formed, which have a unique specificity that requires detailed analysis. One of these types of design is ethnocultural design. The aim of the article is to interpret the concept of «ethno-cultural projection» as an organic part of the project theory of explaining social changes. The realization of this goal is possible by solving the following tasks. First, the classification of the main types of design, which are presented in the system of social and humanitarian knowledge. Secondly, the definition of the features and functionality of «ethno-cultural design». The methods of the article are based on the combination of the provisions of the civilizational theory with the principles of the project approach to the interpretation of socio-political reality. As a result of the analysis, it was revealed that the concept of «ethno-cultural design» is an integral part of the project methodology of interpretation of modern socio-political reality. At the same time, being a part of modern project methodology, this concept acts as an independent ideological and instrumental construction. Thus, it is formed around its own industry features and characteristics. The article concludes that ethno-cultural design is able to claim the status of an independent direction within the project methodology. The achievement of such a position is possible through the formulation of its own conceptual and categorical apparatus, the conditions for the implementation of project work, the mechanisms of project activity.

- Abstract:
- At the present stage of the agro-industrial complex development of the Republic of Kazakhstan, raw materials play a key role. The lack of raw materials is especially acute problem for enterprises that process agricultural products. The problem of providing raw materials to enterprises of the Kostanay region that process livestock products is studied at the article. The development of agricultural cooperation in the Kostanay region is one of the factors of food independence and security of the region. At the same time, the existing mechanism for the formation and functioning of agricultural cooperatives does not fully provide a solution to this problem. The model of «anchored agricultural cooperation» is proposed as a tool to ensure a stable raw material base for processers. This model provides for the partnership of small peasant (farm) holding, individual entrepreneurs with a large anchor producer or processor.

Dialogue in the Cognitive Process: History and Modernity

Development of education No 4 (6)- Authors:
- Vadim V. Podgornov, Yuliya A. Makarova, Lyudmila A. Belova, Elena A. Shamrova
- Work direction:
- Theoretical and applied education research
- Abstract:
- The article deals with the concept of dialogue as a method of traditional cognition and a consistent semiotic instrumental expression of human culture, which explores the systems and ways of social communication in the society. The article focuses on dialogue as a special form of a cognitive process and mediation, having its distinct features, analyzed when the individual is included in many systems of sociocultural interaction at the level of functional integrity. Along with comparative and descriptive approaches, analytic and dialectic methods have been used. The significance of two historical stages of dialogue development as a method of cognition has been analyzed, as well as their distinguishing characteristics and comparative relationship. The method belongs to a group of ritual methods organically related to the art of human self-change as a person. Each of these stages bears its own specific features related to the human genesis, ethics, communication and the metaphysical world. It can be concluded that in the contemporary world, dialogue fully reflects the peculiarities of communication of presence, as well as the value principles of social perception of time and space in the context of the symbolic model of mediareality, which in turn is changing the typology, interests and character of the modern subject.
