    Abstract:
    Due to the progress in science and technology and the changing character of social relationships contemporary polycultural society makes increasingly high demands on the personality of a primary school teacher, his professionalism, competences and personal qualities. The author points out that the aim of education is personal, cognitive, polycultural development of students providing such key competence as the ability to learn. Universal learning activities formed by the teacher at each stage of the class, their properties and quality determine the effectiveness of the educational process, in particular knowledge assimilation, skills formation, image of the world and main types of students’ competences.

    Abstract:
    The work considers the types of thinking and levels of their formation, based on a two-factor classification of educational tasks. Examples of pattern tasks and algorithm tasks are given. It was hypothesized that a transition to the next level of education implies a step in the predominance of the type of thinking (in the proposed typology). The main methods of testing the hypothesis will be the development of systems of tasks-markers to identify the type of thinking and the level of its formation; a comparative analysis of types of thinking formation and the success of training, its effectiveness; classification of educational mathematical problems for the formation of the program of the future engineer.

    Abstract:
    This paper analyzes the following principles of Russian education: the principle of state funding of science and education, the principle of state responsibility of scientists for the development of science and education, the principle of responsibility and continuity. The genesis and the ontological concepts of philosophy in soil science are shown, some of the main provisions of the scientific and the philosophical, pedagogical, organizational and exhibition activities of E.D. Nikitin are given, and it is indicated that he created scientific and philosophical theory, revealing the main regularities of the relationship between man and nature, homolaterally (theory of the unity of man and nature), highlighted the versatility of feedback, based on the understanding of which, E.D. Nikitin has identified and classified the variety of geosphere, atmosphere and biogeocenosis features of soils and undertook philosophical and scientific generalization on this issue. Continuity in the work of the department «Natural zoning and soil formation» from the 50s of the XX century to the present time is revealed.

    Information visualization is becoming the most common method of popularizing educational areas. Serious attention should be paid to the problem of the correlation between the «book word» and «visual image», which can be regarded as a ratio of screen arts, first of all cinema, and literature in the system of secondary and higher education. Movie perception is a complex cognitive process. Accordin to the author`s opinion the development of film education in Russia will contribute to the education of a generation of active moviegoers.

    Abstract:
    The work covers theoretical and practical aspects of comparative studies in education systems. Aiming at acquainting the readers of the journal with the fundamentals of comparative studies in higher education systems, the author describes basic levels, principles, methods, aims and tasks, as well as the streamlines of comparative studies in the sphere. The author analyzes comparative studies of different levels conducted by foreign researchers for the last 15 years identifying research streamlines (including comparative researches of higher school administrations, distant education, ECTS and other credit systems), their key characteristics, their advantages and prospects. The researcher also determines the aggregate subject of comparative studies in higher education systems at the initial level; formulateы tasks, set before the Russian comparative researchers of higher education systems and highlights possible ways to solve them.

    Abstract:
    The article deals with the problems of professional training of persons serving sentences in correctional institutions. Getting basic general education by convicted persons is an effective means of correction and contributes to the further re-socialization of the individual after release. The article deals with the features of the educational process in relation to certain categories of convicts (disabled, minors). The authors have analyzed the foreign experience of the use of educational and vocational programs in relation to prisoners (on the example of programs in the USA) and drawn conclusions about the possibility of using this experience in peal institutions of the Russian Federation. Based on the analysis of practical experience in the implementation of educational programs in the institutions of the penal system, the authors have proposed revisions and additions to the articles 108 and 112 of the Criminal executive code of the Russian Federation.

    The article discusses the conceptual signs of a paradigm shift in the modern scientific and pedagogical outlook in relation to psychological and phenomenological aspects of the perspectives of competence-based education. An attempt is made in outlining of the methodological specificities of the educational paradigm in the context of conditions of realization of Federal state educational standards of the third generation. The significance of the psychological aspects of technologies of mass communication in the paradigm of formation of professional competence of the specialist was conclusively determined.     The work deals with the problem of the readiness of future teachers to apply a regional approach in professional activities, one of the options for solving which is proposed to use both theoretical and practical orientation in the preparation of students, and which is implemented, on the one hand, through the use of research and design tasks of the relevant subjects in the classroom, in extracurricular and independent work of students. In this regard, the classification of research and design tasks is proposed, and the need to comply with the pedagogical conditions for their application is emphasized.     Effective activity of each university is impossible without taking into account its specifics and individual features. In this regard, in each educational institution there is a need to develop and apply additional competencies, and accordingly their own work programs, pedagogical innovations, methodological and didactic materials on academic disciplines in addition to the competencies specified in the Federal State educational Standards of Higher Education that meet the requirements of the competence approach. Such concretization taking into account regional, mental, personal features both of teachers and students is inevitable. Therefore, some opportunity to maneuver is necessary, making something of their own, individual by each university, each individual teacher in the education process. In KBSAU named after V.M. Kokov the pointed out work is carried out within the framework of special professional competences. The authors of the monograph tried to justify the necessity and usefulness of such competencies usage, to show how their use affected the disclosure of personal qualities of students, the development of their abilities for independent work, the creation of new models of lectures and classroom trainings at the university, presented methodological approaches to the organization, conduct and evaluation of extracurricular work.

    The author of the article notes that the legal culture determines the level of legal knowledge, legal understanding and legitimacy. The article considers the peculiarities of the formation of the legal culture of the reign of Peter the Great. Attention is paid to causality and factors affecting the quality and condition of the legal consciousness and legal culture of the period under study looked through in the historical and legal context. The researcher concluded that the reforms of Peter I significantly changed the content of the legal culture of Russian society, primarily due to the increasing role of legislation and politics.
