    Abstract:
    At present, the domestic theory of organizational management is going through a difficult period of adaptation to the new conditions of the market economy, to the scientific rethinking and justification of the inclusion of foreign concepts and terms in its conceptual apparatus, giving relevance to modern scientific provisions of the domestic theory of organizational management in their practical activities. It should be noted that today it is important to remove from use a number of foreign terms that have no scientific feasibility for their inclusion in the conceptual apparatus of the domestic theory of management and at the same time to determine the scientific essence and place in the conceptual apparatus of those foreign concepts that are actively used by both researchers and practitioners in their professional activities. And an important condition for the effectiveness of the development of the domestic theory of organizational management in modern conditions is, firstly, the exclusion of «blurring» and «rewriting» by researchers the content of the basic concept of «management» for each specific situation, and secondly, the need for scientific justification of the essence and content of the concept of «management» introduced into the conceptual apparatus of the domestic theory of organizational management, as well as its place in the conceptual apparatus in relation to the concept of «management».

    The study focuses on the demand for marketing tools in modern conditions in managing the development of problematic territorial-administrative entities of Russia. Despite the increase in the number of studies of individual aspects of territorial marketing (image, destinations), there is a lack of a comprehensive approach to solving the problem of optimizing the structure of the economy and ensuring sustainable development of small towns in Russia. The need to consider not individual areas of territorial marketing, as applied to small towns, but to develop a unified approach to resolving the problems of development lags based on a study of typical representatives in this category is substantiated. In modern conditions, the definition of «unique» market positions, based on the introduction of marketing technologies into the management of a problematic municipality, with their subsequent «business conversion», their most optimal positioning.

    The chapter considers the theory of ratio decidendi as a method of interpreting the law and decision-making in common law countries, borrowed by the Constitutional Court of the Russian Federation to develop legal positions set out in its Decisions. The author, considering numerous Decisions of the Constitutional Court of the Russian Federation, including in the field of pension protection of the population, concludes that this theory cannot be applied in the Russian legal system in the sense in which it is understood in common law countries. Pedagogical strategies are considered that emphasize the integration of acting, musical and theatrical skills, as well as the cultivation of creative autonomy.     Abstract:
    The chapter is devoted to the study of some aspects of the educational process in a medical university, according to first-year students, which ultimately became the goal of the work. This topic is very relevant in view of the fact that, despite the fact that many authors conduct similar studies, they rarely directly affect first-year students who have just entered the university, analyzing their first impressions. This work can become a definite step in a long-term study for many years, with the study of the dynamics of the thoughts and opinions of the students included in the study. At the same time, the work is given additional relevance by the fact that the opinions of students of different forms of tuition payment were studied. Thus, 200 students of the first year of the medical faculty, divided into 2 groups of 100 people, served as the objects of the study: the 1st group included students studying in the budget and targeted form of education; the 2nd group included students studying on a commercial basis. The basis of the study was a questionnaire specially developed by the authors, containing a number of questions concerning some aspects of admission to a university and, in particular, the choice of a university, the first opinion and general impression of the educational process were studied, the main positive and negative points were analyzed. The obtained data are of interest not only for teachers of the higher medical school, but also for all those teachers who are engaged in the educational process with first-year students.

The search for ways to ensure economic security is a necessity for stable and sustainable development of regions in conditions of turbulence, and also allows to reduce the scale of intra-regional and inter-regional imbalances. The article examines the state of economic security of the Republic of Buryatia, which is part of the Far Eastern Federal District, assesses the weaknesses that hinder the socio-economic development of the republic, and proposes relevant ways to ensure economic security. It is recommended to accelerate the creation of new industries in Buryatia based on advanced technologies, develop the tourism industry, intensify cooperation with Mongolia, and create industrial and agro-industrial parks. As a result, the Republic of Buryatia will be able to develop according to the optimistic scenario and demonstrate GRP growth rates exceeding the average values ​​for Russia and the Far Eastern Federal District.

The influence of algorithms on the formation of public opinion and the emotional state of users is analyzed, as well as the ethical and legal aspects of the introduction of AI in areas related to mental health are considered.     The article addresses the quality of student training amid a shortage of personnel in the information technology sector. It highlights issues related to the preparation of specialized professionals and proposes creating a center for collaboration between universities and industry. This center aims to integrate the educational process with real projects, enabling students to gain practical skills and knowledge essential for successful careers in IT. A phased training process is outlined, where foundational education occurs at the university level, while updated training takes place within companies and project activities. The effectiveness of this integration is analyzed through financial indicators and assessments of educational quality. The findings indicate that implementing this solution improves companies' financial performance by enhancing employee qualifications and reducing training costs for new specialists. Additionally, there is a noted positive trend in the evaluation of educational quality, reflecting an increase in graduates' preparedness. Future development prospects include expanding partnerships with other companies and universities, introducing new educational programs and technologies, and conducting regular research to analyze integration effectiveness.

    Abstract:
    Teaching Internet technologies to Multimedia Design students contributes to their success in the labour market, provided that the project method and other similar approaches are used in the learning process. The article analyses the experience of teaching modern Internet technologies to students of the Master's programme "Multimedia Design" at the Art and Graphic Faculty of the Pedagogical University. Research methods: analysis of scientific and pedagogical literature and pedagogical experiment. It was established that the problem of teaching students in creative training areas technical skills required for creating Internet products can be solved by using no-code technology and the individual project method. Using creating a website for a randomly selected customer and developing one's own art and pedagogical Internet project as the example, we analysed the application of the individual practice-oriented project method. The results allowed us to draw conclusions that creating digital products without writing code enables students to perform completed Internet projects using special services and platforms, and the method of individual practice-oriented project allows them to perform personally significant Internet projects and helps to increase motivation for learning and the formation of universal and professional competences. The results of the study can be used in teaching Internet technologies to creative students.

    The article is devoted to the analysis of the current trend in environmental science and environmental education – humanitarization. A brief description of the stages and varieties of environmental education and upbringing is given and it is concluded that at all stages one of the main goals of environmental education is the development of a full–fledged, comprehensive environmental consciousness and environmental culture. A developed environmental awareness and ecological culture are powerful weapons in the fight against the environmental crisis. The most effective in this regard is humanitarian ecology, the task of which is to form in the minds of students a valuable, personal, ethical, aesthetic attitude to nature, awareness of the unity of humanity and nature. Environmental awareness cannot be formed only on the basis of a system of environmental prohibitions and information about environmental disasters. Culture, society, symbolic worlds (for example, digital) occupy an increasing place in the human mind, displacing the natural world from it. The task of humanitarian ecology is to return nature to man, albeit in an indirect, refracted form. It is possible to accomplish this task through the use of an environmental narrative, artistic and aesthetic means, and moral and environmental education. The humanitarization of environmental education is recognized as the main vector of its development until 2030.

    Formation of human resources potential is an important task at the current stage of economic development of Russia. Digitalization of the economy gives rise to problems, including the risk of reduced employment stability (due to the fact that artificial intelligence replaces human resources and reduces the number of jobs) and the need to retrain specialists both within the region and their migration to areas with a shortage of labor resources. The difference between supply and demand in the labor market is explained by many factors. This may be a national problem – an excess of graduates in humanities and social sciences, which leads to a situation where candidates are forced to look for work unrelated to their education. Or these may be regional reasons. This problem can be reduced by the sphere of additional education, which allows retraining and developing the necessary competencies for applicants. Identification of the complex effect of the influence of various factors on the successful employment of citizens; is a time-consuming, complexly structured scientific task, for which it is proposed to use cognitive modeling. Based on the constructed model, scenarios for the development of labor resources are determined, taking into account regional peculiarities; assessment of the needs of the region in training and retraining of personnel. Their analysis and selection of the most promising scenarios from the standpoint of minimizing the costs of retraining citizens, as well as the constructed functional models of the procedure for selecting candidates among unemployed citizens for additional training (a model reflecting the current state of the research object and models reflecting possible scenarios for the development of the research object) can become the basis for developing a methodology for selecting candidates for additional training for a program that meets the needs of the citizen and the existing offers in the region.

However, due to political and economic sanctions against Russia, the national economy is experiencing a major shortage of professional personnel, which can and should be replenished by university graduates. As a result, higher education authorities and Russian universities should currently pay special attention to the development of higher education as professional education. Unfortunately, administrative and economic methods prevail in matters of the content and organization of higher education in universities, reducing the effectiveness of the development of higher education, namely as professional education. This is due to the fact that the management of universities is forced to pay more attention to financial issues in order to optimize and reduce costs, receive (earn) money through grant activities, implement business contracts, change staffing by increasing the intensity of teachers' work, etc. The study of the situation with Russian higher education, including the method of included observation, allows us to identify problems in the field of training modern professionals in domestic universities. At the same time, the «new model» of Russian higher education, which is planned to be implemented in universities by higher education authorities in the near future, from the standpoint of its possible effectiveness raises many doubts that it will ensure the predictive development of higher education as professional education and will allow meeting the needs of the national economy in the professionals it needs. As a result, the issue of solving all the problems identified in the work, both in higher education itself and with higher education itself, becomes relevant. Based on the analysis, including the conclusions of experts and specialists in the field of higher education development, the needs of organizations for university graduates, a number of measures are proposed that allow, to a certain extent, to solve the existing problems in the area under consideration.
