- Abstract:
- In the theoretical part of the chapter, the basic concepts of program-targeted management of socio-economic processes of territorial development are given and developed. The epistemological roots of the emergence and modification of this tool are identified, and modern typologies of project management structures and algorithms are presented, taking into account situational conditions. In the empirical part, specific conditions are considered that accompany the dynamics of the development of project management by the Kaluga Region State Unitary Enterprise Kalugadorkazachik in planning and ensuring the implementation of the Safe and High-Quality Roads national project in the region. It is the quality of infrastructure that largely determines the standard of living of the population, the investment attractiveness and the volume of financial (as well as other) assets, and the diversification of the real sectors of the regional (municipal) economy. Therefore, the interest in innovative updates to the program and target support, the use of unused reserves, and intensification is quite natural. In this regard, the experience of the Kaluga Region can serve as a standard for the further development of many other regions of the Russian Federation.

Special attention is paid to the integration of the project approach into educational programs at various levels, as well as its role in shaping 21st-century skills necessary for successful socialization and professional activity. - The analysis of methodological approaches to the organization of design and research activities of schoolchildren in the field of ecology using the methods of bryoindication and lichenoindication carried out. The normative bases of such activities in the context of modern Federal State Educational Standards, national projects and strategic documents of the Russian Federation emphasizing the importance of environmental education and the formation of research competencies are considered. The key problems of introducing bioindication methods into school practice identified: the pattern of research and the lack of age differentiation of methods. The need to develop ready-to-use methodological recommendations and protocols that will allow teachers to organize meaningful and consistent research work that contributes not only to the implementation of educational projects, but also to the real participation of schoolchildren in local environmental monitoring, the formation of an environmentally responsible, critically thinking personality.

Participation in IT Startups as a Tool for Forming Soft Skills in IT Bachelor’s Degree Students

- In modern society, it is essential for any specialist to develop not only professional but also universal, so-called soft skills. These skills enhance professional competency (hard skills) by complementing it. For most employers in IT and technology companies, "soft" competencies are equally or even more important than professional ones. This leads to the conclusion that fostering soft skills in IT undergraduate students is necessary already at the university stage. This article explores the potential of participation in IT startups as a tool for developing soft skills in IT bachelor's students. It analyzes the concept and classification of soft skills, as well as key employer requirements for the soft skills of candidates at various IT position levels. The paper describes the experience of a group of IT bachelor's students participating in an acceleration program, during which the team completed an IT project to develop a low-code constructor for MiniApps. The stages of the project work are outlined, detailing the goals and content of activities at each stage, along with the associated opportunities for soft skills development. The results of the theoretical study indicated the high potential of student participation in such projects for soft skills formation, which was confirmed by a pedagogical experiment showing positive progress in student skill development.

- The chapter explores the mechanisms of staff involvement in the digital transformation processes of an organization, from resistance to acceptance of changes. It examines the reasons for resistance, such as fear of losing work, uncertainty about roles, and concerns about the comfort and familiarity of old processes. The chapter proposes a multi-level approach to involvement, which includes strategic leadership, transparent communication, employee participation in planning, opportunities for training and retraining, and the creation of a safe space for feedback. The chapter presents practical methods: targeted communication campaigns, joint formation of a roadmap of changes, involvement of employees in pilot projects, use of agile methodologies and design thinking to minimize resistance. Special attention is paid to measuring the effectiveness of involvement through KPI, satisfaction surveys, indices of perception of changes and monitoring of the organization's culture. As a result, specific steps are proposed to move from resistance to acceptance, which ensures a smoother implementation of digital technologies, increased employee motivation, and a sustainable transformation effect.

- This article investigates the problem of developing communicative skills among students in the system of secondary vocational education (SVE), which are crucial for their competitiveness in the modern labor market. It argues that project-based learning serves as the most effective pedagogical tool for fostering this set of competencies. The study analyzes the structural components of communicative competence and the stages of project work, revealing a direct correlation between them. The theoretical framework is illustrated by a practical example of implementing an interdisciplinary project at the North Ossetian Pedagogical College. It is proven that project-based activities create conditions for an authentic learning environment, in which communicative skills are developed in a comprehensive and situational-natural way.

The phenomenon of "twin flames": a psychological analysis of true and false forms of communication

- The chapter presents a comprehensive psychological analysis of the «twin flames» phenomenon, which has become widespread in popular culture. The study aims to demystify this concept and translate it from an esoteric plane into scientific discourse. Based on a synthesis of attachment theory (J. Bowlby), analytical psychology (C. G. Jung), and the concept of limerence (D. Tennov), a model for differentiating between «true» and «false» forms of connection is proposed. The «false twin flame» is viewed not as a mistaken choice, but as a necessary catalyst that activates unresolved traumas and shadow aspects of the personality. The «true» connection, in turn, is interpreted as the result of successful psychological integration and the formation of a mature attachment. The chapter substantiates a three-center model of therapeutic work (somatic, emotional, and cognitive levels) for transforming destructive patterns activated in such relationships. The research opens up prospects for developing valid therapeutic strategies to help individuals experiencing intense and crisis-ridden interpersonal connections described in terms of «twin flames».

- This article provides a detailed analysis of the methods of project and problem-oriented learning. The methods presented by the authors of the article are considered to be the most effective in the process of training students of regional studies in accordance with the requirements of the competence approach of the federal state educational standards. The authors conducted an analytical review of theoretical ideas about regional studies. The article reveals the opposite points of view of domestic scientists on its understanding – these are the studies of V.V. Makarenko and V.A. Gorbanyov. The article presents the teaching methods that are the most effective for the formation of the necessary competencies in students within the framework of the realization of the requirements of the federal state educational standards. Such methods included: "Challenge Based Learning", "Pebble in the Pond", 4C/ID (4 components – 4 components and instructional design – pedagogical design), business game. The result of the study was the conclusion that the basis of regional studies is best reflected in the interdisciplinary approach, which combines both classical methods of training bachelors and masters and modern methods.

- In the chapter examines the features of using a program-oriented approach in project management in different countries, at different stages of socio-economic development. Based on the realities of each individual time lag, the priorities of algorithms for the vector distribution of efforts on the path of final goal setting are justified. Both theoretical and empirical developments of the «rigid system» of managing national economies are used, based on the expected dynamics of economic growth. The increment of the methodological scientific layer of this problem occurs within the framework of an absentee discussion with a number of Russian and international experts on the problem under discussion. Within the framework of matrix models, the strengths and weaknesses of the program-oriented approach, threats and opportunities in the course of its use in the economy of territorial entities are positioned. For the purity of the experiment, multifactorial analysis, systematic, complex, process and situational approaches are used. Practice conclusions and recommendations are given.
