    Abstract:
    The exhibition titled «My Minsk – My Inspiration» was organized at the Museum of the History of Minsk and the Belarusian Union of Artists and held in 2021 from September 9 to 26 at the Mikhail Savitsky Art Gallery. This exhibition brought together fine arts and cinema: along with pictorial and graphic works, a number of documentaries in Minsk were presented for viewing, as well as feature films shot especially in Minsk. The purpose of the article is to evaluate paintings and graphic works from the collection of the Belarusian Union of artists presented at the exhibition «My Minsk – my inspiration» in the art gallery of Mikhail Savitsky in Minsk. Created between 1945 and 2018, the mentioned works reflect buildings and streets, valuable in terms of urban development. Paintings have historical and artistic value. The article provides the author's definition of the term «artistic reflection». Based on the method of typing the essence of three artistic reflections of the architectural heritage is revealed: «mirror reflection of artistic heritage», «reflection with the phenomena of artistic reflection» and «fiction in the reflection of the architectural heritage», as well as the identification of works to identify signs of artistic reflection.

Устанавливаются также негативные последствия «новоделов» для целостности отдельных архитектурных форм и деталей, возможность восстановления которых определяется сложными методами фрагментарной реставрации объекта, познание которых необходимо закладывать в системе вузовской подготовки реставраторов.

    Abstract:
    The article deals with the unity of the national cultural heritage and historical time in Kazakh documentary films. The purpose of the article is to analyze the features of the use of time in the depiction of the spiritual world, national customs and traditions in the films of documentary film masters OrazAbishev, BakhytGafu-Kaiyrbekov and others. Based on the formal stylistic method, the significance of historical time in documentary films is explored. The author, considering the unity of the national cultural heritage and historical time in the Kazakh documentary, concludes that in the Kazakh documentary film, the reflection of the unity of the national cultural heritage and historical time has gone through several stages of formation, and was closely connected with the social, political phenomena taking place in the country. In conclusion, the stages of the formation of Kazakh documentary cinema are listed from the point of view of reflecting historical time and it is argued that: 1) the first stage is associated with the establishment of Soviet power in Kazakhstan, with the ideology and politics of socialism (1927–1930); 2) the second stage is connected with the reflection of people's memory and history on the documentary film screen in the conditions of the political, social atmosphere of Kazakhstan in the 1960s (1960–1970); 3) the third stage reflects the processes of returning to the origins of national consciousness, people's historical memory (1990–2020).

    В статье выявляются крайне негативные стороны реставрации целого ряда произведений храмовой живописи в памятниках ЮНЕСКО, скрытые в самих методах их восстановления, исходящих из ценностных ориентаций художника-реставратора с психологически заложенной в нем внутренней склонностью к активному художественному самовыражению, подавляющему суть памятника – его подлинность, что ставит под угрозу само сохранение национального достояния России и что выносит на оперативный уровень решения вопрос о перестановке акцентов в образовательной подготовке специалистов – с прерогативы художественной личности реставратора на прерогативу художественной подлинности реставрируемого им произведения.

    The study substantiates the importance of legal anthropology in preserving the social ecosystem of the peoples of the North. Problems in the legal regulation of preserving the originality of their life activity are considered. The author analyzed the existing regulations, as well as empirical material related to the preservation of the traditional social institutions of these peoples. With the help of synthesis, the emerging problems of the safety of social systems are identified. The historical method made it possible to determine the origins of the surviving customs and traditions of nomadic peoples. The result is the development of recommendations for preserving the identity of the social ecosystem of the peoples of the North of the Russian Federation with the help of law.

  • On the Problem of Rational Use of the Potential of the Natural and Cultural Heritage of the Crimea: Features of Development Based on the Concept of a Unique Historical Territory

    Abstract:
    The article is devoted to the problem of rational use of the potential of natural and cultural heritage objects. The relevance of the article is due to the fact that the development of Crimean tourism and local history organizations urgently requires practical measures to modernize socio- and ethno-cultural activities, and also leads to the search for new forms of interaction with local museums and the development of innovative methods and principles of preserving cultural and historical heritage. The author of the article considers the ecomuseum project "Belbek Valley" as an opportunity to reconstruct the appearance of rural dwellings of the 8-9 centuries. He raises the question of the materialization of such a reconstruction, the creation of a museum complex that will clearly present an early medieval rural settlement. The purpose of the article is to give an idea of the initial stage of design, i.e. the identification of the main objects of the prospective territory of the Crimea, followed by the development of a comprehensive program for the development of the region on the principles of the concept of unique historical territories. The materials for the study were natural monuments, archaeological sites, medieval historical and cultural memorials of the Crimean Peninsula. Based on the method of theoretical analysis, the uniqueness of the ecomuseum project "Belbek Valley" was substantiated. The conclusion of the article is made about the mountainous southwestern part of the Crimean Peninsula as a unique territory, which is a holistic, dispersed museum, full of monuments of nature, history, and culture.

    Abstract:
    The purpose of the article is to substantiate the ethno-cultural approach to the formation of the musical and pedagogical repertoire of students of the Chuvash State Institute of Culture and Arts. The implementation of the ethno-cultural approach ensures the orientation of their professional training to the development of culture as a historically determined type of human activity with certain ethnic characteristics. The author examines the potential of Chuvash vocal lyrics in the aspect of an ethnocultural approach, for which he analyzes romance in detail as a genre of Chuvash composer music. Based on the method of stylistic analysis, conclusions are drawn about the derivative character of the Chuvash romance, which goes back through the Russian medium to the medieval European musical tradition. The first Chuvash romances were vocal works based on the words of the classics of Russian literature A. Pushkin and M. Lermontov translated into the Chuvash language. Subsequently, independent Chuvash works with an ethnic sound appeared in the Chuvash musical art (works by O. Agakova, Y. Grigoriev). Romances have enriched Chuvash chamber music with vivid artistic images, they are characterized by a deep insight into the drama of verse, sincerity, lyricism and nobility of utterance, a variety of forms. The musical and pedagogical repertoire of vocal students should be supplemented with works of both the early stage (romances to the words of Pushkin and Lermontov translated into Chuvash) and modern (romances with ethnic sounding accompaniment with a characteristic Chuvash folk music mode and metrorhythmics, with Russian and Chuvash texts).

В данной статье авторы исследуют использование цифровых технологий в образовательном процессе с целью изучения этнических особенностей Чувашии. В условиях пандемии и дистанционного обучения использование ИКТ помогает разнообразить формы работы с учениками и активизировать их внимание. Современный ученик гораздо интереснее воспринимает информацию именно в такой форме, для него она – привычное средство для восприятия информации.

    The article reveals the nature of ethno-cultural education of children with health limitations, reflects the directions of studying ethnic as well as spiritual culture of small-numbered peoples of the Tomsk Region: Selkups, Tomsk Tatars, Buryats, Altai, cultural heritage of ethnic groups for the purpose of spiritual, social, moral, mental and physical development. The authors outline that ethnocultural education is a holistic process of transferring to a younger generation traditions, cultural values, social norms of the ethnic group to which they belong to as well as in environment of which they live. The essence of ethno-cultural education of schoolchildren is reviewed; the aims, key features of ethno-cultural education, and its objectives, the main of which indicates the development of children’s interethnic tolerance through acquaintance with the culture of peoples of different ethnic groups of the Tomsk Region. Also, the main mission of ethno-cultural education – the revival of the humanistic principles of intercultural communication, the dialogue of cultures and nations – is presented. The processes of ethnic and cultural identification that characterize the peoples of the Tomsk Region are the subject of research. The following main methods were applied: classes in the school library, a survey of parents living in the Tomsk Region, questionnaires, work with online sources. It is concluded that traditions formed at an early age and activities that are jointly conducted with parents have a large stable character for the spiritual and moral education and socialization of the younger generation.

    The theoretical, methodological and legal problems of the «intangible cultural heritage» as a social phenomenon is considered as well as the foundations of state policy in relation to monuments of cultural and historical heritage are defined. It is noted that the essence of this phenomenon – the preservation of the intangible cultural heritage - should be considered in two aspects: in a narrow and broad sense of this phenomenon. In a narrow sense, the essential characteristic of the institution in question refers to cultural, ethnic, personal identity. In a broad sense, the essence of this social phenomenon implies a number of aspects: ontological, epistemological, functional, philosophical, normative (regulatory), programmed, instrumental (methodical). A well-thought-out socio-cultural policy aimed at reviving and preserving the cultural heritage should be harmoniously implemented at the federal, regional, local (municipal) levels.
