- Increasing the human potential of teaching staff takes one of their leading places in identifying urgent tasks to improve the quality of general education as the main vector of development of state educational policy. The interrelation and interdependence of the processes of increasing the human potential of teachers and the quality of educational results of students are beyond doubt determines the relevance of the presented research. The purpose of this article is to identify the main directions of state policy in the field of teacher education and the development of the human potential of teaching staff in the Russian Federation. The main materials for the study were federal and regional regulatory documents reflecting the main directions of state policy in the field of teacher education and the development of the human resources of teaching staff in the Russian Federation, and the main research method in the presented work was the analysis of these documents. In addition, the study was also based on an analysis of the regional practice of implementing the main directions of state policy in the field of education on the example of the Kabardino-Balkarian Republic. As a result of the study, the main vectors of the state educational policy in the field of teacher education and the development of the human potential of teaching staff in the Russian Federation were identified.

- Formation of human resources potential is an important task at the current stage of economic development of Russia. Digitalization of the economy gives rise to problems, including the risk of reduced employment stability (due to the fact that artificial intelligence replaces human resources and reduces the number of jobs) and the need to retrain specialists both within the region and their migration to areas with a shortage of labor resources. The difference between supply and demand in the labor market is explained by many factors. This may be a national problem – an excess of graduates in humanities and social sciences, which leads to a situation where candidates are forced to look for work unrelated to their education. Or these may be regional reasons. This problem can be reduced by the sphere of additional education, which allows retraining and developing the necessary competencies for applicants. Identification of the complex effect of the influence of various factors on the successful employment of citizens; is a time-consuming, complexly structured scientific task, for which it is proposed to use cognitive modeling. Based on the constructed model, scenarios for the development of labor resources are determined, taking into account regional peculiarities; assessment of the needs of the region in training and retraining of personnel. Their analysis and selection of the most promising scenarios from the standpoint of minimizing the costs of retraining citizens, as well as the constructed functional models of the procedure for selecting candidates among unemployed citizens for additional training (a model reflecting the current state of the research object and models reflecting possible scenarios for the development of the research object) can become the basis for developing a methodology for selecting candidates for additional training for a program that meets the needs of the citizen and the existing offers in the region.

- Higher education is the most important factor in the country's economic development, meeting its needs for professionals trained in universities who are capable of implementing the strategy of technological leadership and making the national economy effective and competitive in the context of political and economic sanctions against Russia. Much attention is paid today by higher education authorities to organizing educational work in universities and involving students in various «activities», which is often done in universities even by removing students from classes. However, due to political and economic sanctions against Russia, the national economy is experiencing a major shortage of professional personnel, which can and should be replenished by university graduates. As a result, higher education authorities and Russian universities should currently pay special attention to the development of higher education as professional education. Unfortunately, administrative and economic methods prevail in matters of the content and organization of higher education in universities, reducing the effectiveness of the development of higher education, namely as professional education. This is due to the fact that the management of universities is forced to pay more attention to financial issues in order to optimize and reduce costs, receive (earn) money through grant activities, implement business contracts, change staffing by increasing the intensity of teachers' work, etc. The study of the situation with Russian higher education, including the method of included observation, allows us to identify problems in the field of training modern professionals in domestic universities. At the same time, the «new model» of Russian higher education, which is planned to be implemented in universities by higher education authorities in the near future, from the standpoint of its possible effectiveness raises many doubts that it will ensure the predictive development of higher education as professional education and will allow meeting the needs of the national economy in the professionals it needs. As a result, the issue of solving all the problems identified in the work, both in higher education itself and with higher education itself, becomes relevant. Based on the analysis, including the conclusions of experts and specialists in the field of higher education development, the needs of organizations for university graduates, a number of measures are proposed that allow, to a certain extent, to solve the existing problems in the area under consideration.

- The chapter examines the theoretical aspects of the problem of the information literacy formation, as well as significant media qualities of studying youth’s personalities, and their socialization in the context of global informatization of education. Personality is understood as a complex, versatile, and voluminous concept of the inner and social essence of an individual. It is defined as a person who constantly develops his inner qualities in a social environment, manifested in the process of communication. The possibilities of the influence of media environment and media education on the formation of student’s personality and media literacy in architectural, artistic, and technological directions and design are investigated. The process, methodological features, and results of professional and artistic education in the media environment and the real environment were also explored in this article. The author concludes the importance of acquiring media information literacy, critical thinking in the formation of a student's artistic and professional personality, and his successful socialization in the media environment. Socialization in the media environment is viewed as a self-developing professional entry into a new information system with the assimilation of rules and acquisition of knowledge and skills, excluding social risks. The research methodology is based on the interdisciplinary paradigm, the principles of consistency and scientific nature, psychological and pedagogical concepts of personality-oriented education as well as the didactic concept of teaching via digital technologies. The educational technologies described by the author can be applied in teaching art students, architects, art-technologists, and designers.

Modern conditions are presented that form the sphere of professional activity of future designers. It reflects the importance of introducing students to moral, ethical and aesthetic values. Attention is focused on creating an artistic image as the fundamental principles of compositional tasks. The fundamental significance of the Propaedeutics discipline is revealed. Didactic teaching principles in the context of design education are outlined. The author's set of propaedeutics exercises is disclosed, which have increasing complexity, coordination of interdisciplinary ties and the development of the emotional sphere of students. - The study focuses on the investigation of the process of forming the motivational aspect of the professional competency of cadets at a maritime university in a blended learning environment. Given the digitalization of higher education and the specific requirements of the maritime industry, there is a need to provide a solution in response to the demands of ship owners. Employers seek to employ motivated young professionals who are not only skilled in their field but also possess a drive for professional growth. The aim of professional training is to develop competencies, while the motivational element remains unaddressed. It is essential to develop techniques that facilitate the development of this aspect. Professiographic monitoring represents a relatively underexplored technique. The objective of this study is to devise and validate the feasibility of utilizing this approach within a maritime university context. The model for the development of the motivational aspect of professional competence has been created and tested. This model defines the role and components of professiographic monitoring. Its functions have been proposed and criteria for assessing the level of motivation in professional competence have been defined. The results of the study demonstrated positive trends in the development of motivation among cadets, indicating a positive impact on their professional competence.

- The chapter discusses some aspects of targeted training in a medical school. This topic is very relevant, in view of the fact that every year the number of targeted places allocated by the Ministry of Health not only for students, but also for resident doctors is increasing. In this regard, studying the attitude of graduates themselves to targeted training is of great interest, which became the purpose of the study. The subjects of the study were 200 graduate students, who were divided into 2 groups of 100 people, depending on the type of training – on a general basis and according to a targeted program. The basis of the study was an anonymous survey, the purpose of which was to find out the general awareness of students about various aspects of targeted training, as well as to determine its main positive and negative aspects. The data obtained in the study can provide new insights into aspects of targeted learning and can help set new vectors for research activities. This study is primarily of interest to all higher education teachers involved in the educational process of a medical university.

- The work is devoted to the study of the problems of forming a full-fledged set of competencies of engineers, contributing to their professional implementation and ensuring the personnel sovereignty of domestic enterprises. The necessity of participation in the training of engineering personnel of enterprises of the real sector of the economy, especially the high-tech sector, is substantiated. The role of integration of technical universities and enterprises in the process of personnel training to ensure technological and personnel sovereignty of the Russian industry is shown. The personnel sovereignty of the Russian economy is impossible without attracting a sufficient number of highly qualified specialists who have received education in relevant, practice-oriented programs that include not only basic knowledge, skills and training skills, but also "soft" skills that allow you to choose and apply successful behavioral and communication strategies in various production situations. The main factors that need to be guided by when building an effective system for training engineers are identified. Underestimation of these factors, leading to the exclusion of disciplines such as business planning, resource management, and business communications from the educational programs of technical universities, reduces the effectiveness of training graduates who replenish the personnel corps of enterprises, therefore, special attention is paid in the article to the problem of forming a set of competencies of engineers that contribute to their professional implementation and, ultimately, ensuring human resources the sovereignty of the high-tech sector of the economy.

- The article describes a study examining the influence of social attitudes and stereotypes about professions according to gender, conducted with the participation of civil servants in Volgograd. To confirm the hypothesis of the existence of differences in stereotypes about professions among men and women, the following methods were used: express diagnosis of gender stereotypes, the questionnaire "Proverbs" by I.S. Kletsina, the author's questionnaire "Which professions are female and male" by I.V. Terelyanskaya, A.A. Tsanava. The hypothesis was refuted: the differences obtained during the study that professional stereotypes depend on gender and the data that men are more committed to traditional values and stereotypes about truly "male" and "female" professions than women are not statistically reliable and are random.
