- Abstract:
- For a long time, higher education in Russia was organized within the framework of the Bologna system «bachelor's-master's». However, the implementation of the FSES HE according to foreign standards did not give the desired effect, since domestic organizations were not interested in graduates of domestic universities, as in professionals. As a result, higher education ceased to exist as a professional education, and society lost the specialists it needed in the person of university graduates who were trained as bachelors. At the same time, the Federal State Educational Standards of Higher Education were constantly «improved», since they did not provide the necessary quality of training for university graduates. However, such a reform, «squeezed» by the framework of the Bologna system, did not take into account the needs of the domestic economy, Russian organizations in the specialists they needed. At the same time, a large number of commercial universities appeared that did not train specialists, but earned money from it. And today, even in many state universities there is a set of students for paid education, as a result of which not all talented young people can enter a university, since there are not enough budget places for them, and those who can pay for education go to paid education. The author emphasizes the need to ensure the technological and economic independence of Russia, which cannot be provided without the appropriate organization of students' education in domestic universities. And this must be done urgently and without «looking back» to foreign «wishes».

- Abstract:

- Abstract:
- Economists exercise power over those they serve by virtue of their intellectual monopoly on a subject of vital importance to society. Many economists today also wield considerable institutional power. Economic interventions, as a rule, bring both the expected harm and benefit. Economists work in a world of epistemic insufficiency, which implies the risk of unforeseen harm. Each of these statements does not cause any doubts. The chapter examines the problem of the fact that each proposal individually and, of course, all of them together imply the obligation of the profession to solve professional ethical problems that economic practice entails. The profession of an economist has too much influence today to allow its further resistance to serious interaction with professional ethics.

- Abstract:
- Chapter of the monograph reflects the problems of training specialists of a new creative type, who are distinguished by a high level of professionalism, who are ready for professional and creative self-realization, who have a need for constant professional and personal development and growth. Professional and creative self-realization was not previously considered as a value-target reference point for the professional training of specialists in the field of culture, which makes our study relevant, given the current priorities of higher education. The model of the process of training specialists in the sphere of culture for professional and creative self-realization developed by the author is built in accordance with the logic of a holistic approach in the unity of its internal structure (goal – content – means – result). In the process of implementing the model, a gradual increase in the quality of formation of the studied readiness was carried out. In the system of pedagogical means to form the readiness of specialists for professional and creative self-realization, innovative technologies (playing, projective, creative) are leading. The implementation of these technologies contributed to the acquisition of experience in personal, professional and professional-creative self-realization by future specialists in the field of culture. The special course «Theory and methods of training specialists for professional and creative self-realization» developed by the author is aimed at summarizing and mobilizing the knowledge of a block of general professional and special disciplines, developing special professional abilities (projective, pedagogical, creative) of professional qualities (creativity, general professional competence, competitiveness), as well as the gradual formation of readiness for personal, professional and professional-creative self-realization.

Diagnostics of Legal Competences Development Levels of First Year Cadets of the Specialty "Operation of Ship Power Plants"
Book ChapterPedagogy and Psychology of Modern Education- Author:

- Work direction:
- Глава 8
- Abstract:
- The formation of cadets' legal competencies during their studies at a maritime university is determined by pedagogical conditions, which are developed by teachers in stages, depending on the content of legal disciplines. During the period of study at the university, cadets first get acquainted with the discipline "Jurisprudence" in the first year. The objective of the course is to develop universal and general professional competencies in the field of legal regulation among cadets, which determine the content of the norms of Russian and international law, taking into account conditions, resources and restrictions. The degree of quality of maritime specialist training depends on the level of professional competence development, which includes legal competencies in the field of Russian and international law. However, the course of the discipline "Jurisprudence" includes general rules of law and does not determine the specifics of the training of cadets in maritime law. Thus, the author proposes in the study the pedagogical conditions for the formation of legal competencies in the study of the discipline "Jurisprudence" and an assessment of their effectiveness. The purpose of the study is to develop criteria and indicators for assessing the levels of formation of legal competencies of cadets in the first year. The object of research is the process of developing diagnostics of pedagogical conditions for the formation of legal competencies. The subject of the study is the assessment of the levels of formation of legal competencies of cadets. The author proposes a system for diagnosing legal competencies, which collectively form a part of the professional competence of a maritime university graduate.

- Abstract:
- In the context of the Fourth Industrial Revolution, the economy is in need of professionals with completely new competencies. So, the ability to make decisions based on big data, act in a situation of uncertainty, analyze and critically comprehend incoming information, etc. comes first. A modern employee is required to assimilate a new way of thinking, ethics and attitudes, the formation and development of digital culture and digital literacy. The training of such specialists becomes the most important task of education. However, the analysis of modern research shows that teachers themselves also need tools that would allow them to effectively perform their professional duties in the new economic reality. Based on the review of the requirements and the main groups of risks caused by the digital transformation of education, we conclude that the presence of a well-developed standardized model of digital competencies of teachers can become a reliable support for teachers and teachers. Also, the introduction of such a model in the educational programs of universities and professional development programs will bring the professional training of teachers in line with the requirements of digital transformation.

- Глава 8
- Abstract:
- The purpose of the study is to evaluate the possibilities of self-development of professional competencies of a young (novice) teacher in the process of research activities in order to enrich the natural science subject-spatial environment. The article presents the opinions of scientists E.I. Petrenko, L.V. Ignatieva about the role and place of research activity of a young teacher – a former student who graduated from a higher educational institution or a trainee student who began teaching as a student, who knows many teaching methods, has studied various scientific disciplines in his field, or a teacher who has worked for up to 5 years. In their opinion, the competence of a graduate is manifested in the willingness (motivation and personal qualities) to apply knowledge, skills and experience for successful professional or other activities in the presence of problems and resources. The creation of methodological resources begins with a bachelor student at a university and is the result of research activity of a young teacher in school. Young teacher often experiences difficulties while choosing material for "Environmental Studies" with the purpose of junior schoolers achieving different results. Scientific novelty is the idea of creating innovative methodological projects which enrich subject-spatial environment of elementary school aimed at development of natural subjects and research skills of students that took "Environmental Studies' subject. The author managed to define methodological innovations presented as guidance manual which were created while writing a diploma then were approbated under the conditions of educational space of school. "Geographer's diary", "Society city" interactive game, researcher's handbook "Way to health", "Briefcase museum" call for analyzing of different topics of scientific topic, creation of which requires research competence of a teacher. The resources provided directed at enriching school's subject-spatial environment since work with the resources means usage of subject equipment.
